对于县级道路，任何缴纳了交通税费的人均可使用，其道路上可能提供的某些便利观赏的设施或许可以成为收费的对象，但公路本身除依法收取车辆通行费外，是无法成为设卡收费的对象的。
申海恩说，地方政府的收费理由是为了更好地维护景区环境，这个可以从世界著名的自驾公路1号公路和66号公路上汲取经验，它们都没有采取划界收费的方法。
“草原天路”定价合理吗？
旅游专家刘思敏认为，“草原天路”作为一个公路型景观，本身就有其特殊性。如果出于管理和开发考虑收费，首先要核算成本并向社会公示。他认为，这种短期的收费行为，从当地旅游长远考虑，不值得推广。
刘思敏说，公路是一个基础设施，“草原天路”属于公路，应该是政府投资的基础设施，但现在它确实有了旅游的功能，如果想让这段公路风景保存得更好，提升游客舒适度，收取门票也在情理之中。
在刘思敏看来，根据河北省相关规定，只有省级物价部门才有权制定风景区门票价格，张北县物价局无权决定，同时该县又交给企业来做，会成为企业谋利的工具。
此外，草原天路景区门票成本为51.25元/每人次（不含税），之后在含税的情况之下，门票只定50元。为何产生这个价格同样需要质疑。
