各地整治网约车有三招
依据现有法律法规，各地监管部门对于网约车的规范治理一直在持续，主要可以归结为三种办法。
方法一：清理外地车牌
在广州，去年以来，交通委4次约谈各网约车平台企业，其中3次要求清理非广州车牌专车。至今年1月底，平台企业披露数据显示，广州地区超过10万辆外地车牌网约车被清理。此外，4月以来，深圳、杭州等地交通管理部门均约谈网约车企业，清理外地车牌。
方法二：审查司机身份
杭州公安机关曾对运管部门查扣的约300辆私家车接入网约车平台的司机进行背景审查，发现其中9名司机有违法犯罪记录。各平台企业被要求提供网约车服务的所有车辆和司机信息报给网约车专项治理工作办公室，公安机关将据此进行全面背景审查。但是专家表示，目前由于没有法律标准，公安机关并不能直接处罚。
方法三：按非法营运查处私家车主

传统出租企业主动拓展网约车服务
今年两会期间，交通运输部部长杨传堂曾表示，网约车等新业态给乘客带来了新体验，将鼓励网约车新业态的创新和规范发展。
一些业内人士甚至表示，未来网约车将成为出租行业发展的趋势。在上海和北京，一些传统的出租车企业，开始主动拓展互联网约车服务模式。
出租车企上线专车平台
近日，上海海博出租与滴滴出行签署战略协议，将首批500辆沪AM专用牌照的车辆，全部投入滴滴专车平台，车型为上海大众帕萨特和别克通用GL8，属于舒适型专车。海博出租不再使用传统出租车的承包制，而是招聘沪籍或持有三年以上居住证的专职司机，接受专业培训后上岗。司机不用再交份子钱，每月只需上交少量管理费。滴滴则根据司机服务星级，用户评价、流水等综合因素决定分成比例。目前，上海市交通委已批复同意海博出租汽车公司从事网络约租车经营。
出租公司自建网约车平台
早前上海大众和强生出租车公司以及北京首汽和祥龙出租公司则采用自建网约车平台的方式抢先进入这个市场。首汽约车平台去年已投入使用，平台上的车辆全部拥有北京出租车特有的京B牌照，驾驶员持有从业许可证件，随车提供统一的北京出租汽车专用发票。由于车辆数量不足等原因，平台上线以来也暴露了夜间叫车难等问题，但是从长期着眼，未来乘客将能通过网约车享受到更好的服务。
