  近日,网上出现一则贴文称,一位乘客乘飞机从北京到温州,因为自己坐的是经济舱,但由于帮同事拿行李坐了头等舱的摆渡车,需要额外收费,结果,300米左右的距离收费398元。为此,他觉得不合理。


  5月9日,《每日经济新闻》记者联系到该网贴发布者所在企业相关负责人确认,上述消息属实,为他同事的真实经历,时间发生在5月4日。该消息扩散后,温州机场方面给他们打了四五个电话进行解释。前述事项,记者亦从温州机场获得证实。


  乘客:有种被宰的感觉


  据记者了解,前述事项要从互联网一则贴文说起。这名当事人跟公司领导从北京出差回来,落地温州机场,领导坐的是头等舱,他坐的是经济舱,下飞机后,因领导行李较多,他就一起拿行李坐了头等舱的摆渡车。但因当事人是经济舱,若坐头等舱的摆渡车需要额外收费。当时,他也没感到不合理。

  5月9日,《每日经济新闻》记者辗转联系到上述当事人所在公司相关负责人。该负责人称,上述情况属实,经历者是他同事。对于上述事项,温州机场相关负责人打了四五个电话过来作了解释,并说有收费依据,但迟迟不提供给他们。


  “我们不是要对方退回398元,而是市面上不断出现天价虾、天价鱼等乱收费现象,希望通过此事,能够引起温州机场方面的重视,并进行整改与规范管理。”上述负责人如是表达。


  机场:旅客同意,收费合理


  上述企业相关负责人向记者提供的《浙江省增值税普通发票》显示,其编号为NO22045941,开票日期为5月4日,收费名称为“服务费”,算上服务费(375.47元)+税额(22.53元),一共398元,销售方为温州空港尊易商务有限公司。

  至于上述费用是否经过物价部门审批,温州机场上述负责人解释称,因为他们不是公共服务一类的,属于高端服务场所,旅客可以选择自愿消费,当时已征得该旅客的同意支付该笔费用,才把旅客带回机舱。


  “目前来看收费不存在不合理的情况,从营业至今,费用都是公开、延续的,且每一位进出旅客都是公平对待的,也不会因为行程长短变更费用。”该负责人称,该项服务由机场直营并非外包给第三方。


  盈科律师事务所合伙人、律师洪兴贤认为,不管是头等舱还是经济舱,这种情况要看两个条件:其一,双方达成一致,是否为乘客的真实意思;其二,该项收费行为是否经过物价部门的核准,物价部门对收费有一个标准,这两个条件缺一不可。


  收费公司年净利超千万


  记者获悉,温州机场原名为温州龙湾国际机场,2013年3月获得国家民航局同意更名。2015年,该机场旅客吞吐量预计达740万人次,货邮吞吐量约7.2万吨,航班起降约6.2万架次,较2010年分别增长了38.9%、44%和24.2%,年均分别增长7.78%、8.8%和4.84%。


  不过,温州机场债务负担并不“轻松”。据温州2015年度第二期短期融资券募集说明书披露,2012年末至2014年末以及2015年6月末,其负债总额合计分别为10.35亿元、16.33亿元、21.32亿元以及23.56亿元,负债总额不断增加。2015年11月27日,温州机场发行了2亿元366天期的2015年度第二期短期融资券,用于置换银行贷款及补充营运资金。


  负债增加的同时,投资也在不断增长。据《温州商报》报道,未来五年内,温州机场将累计投资100亿元,“十三五”期末实现旅客吞吐量1200万人次,货邮吞吐量20万吨,总资产110亿元。


  上述债券说明书显示,在收益与现金流方面。2012年至2014年以及2015年1~ 6月,温州机场投资收益分别为-1033.56万元、-674.49万元、-615.4万元以及23.13万元,投资收益波动较大;同时经营活动现金流净额也存在波动,2012年至2014年以及2015年1~6月,其经营性现金流净额分别为-13568.37万元、28074.35万元、12671.13万元以及2843.96万元。


  温州机场公开的资料显示,温州空港尊易商务有限公司成立于2003年7月24 日,系温州机场的全资子公司。


  从财务数据来看,这家公司效益并不差。2014年度,公司实现营业收入3541.97万元,净利润1418.88万元。截至2015年6月末,公司资产总额为2573.17万元,负债总额1200万元,所有者权益为1373.16万元。2015年1~6月份,公司实现营业收入1632.56万元,净利润623.08万元。
