　　蓝皮书指出，2016年，中国经济增速将继续放缓。2016年中国外贸运行形势不容乐观。一方面，外需仍然疲弱，世界经济出现同步衰退的可能性增加;另一方面，国内需求下行，人民币汇率的波动将造成不确定性。中国政府积极的财政政策，地方政府务实促进贸易发展，以及中国企业积极应对等，有利于中国对外贸易逐步实现转型升级和长期发展。预计2016年中国进口有可能降幅收窄，下降5%～7%。
