发改委：着力改善东北投资软环境 解决错位缺位越位
中新网5月10日电 发改委东北等老工业基地振兴司司长周建平今日表示，为了完善东北地区的机制体制将加快转变政府职能，着力改善投资软环境，努力解决好现在存在的错位、缺位、越位、不到位的问题。

　　10日，国家发改委召开发布会，介绍新一轮东北地区等老工业基地振兴战略有关情况，并回答记者提问。发布会上，对于未来东北地区应从哪些方面完善机制体制问题，周建平表示，按照《若干意见》的要求，下一步围绕东北体制机制改革，应从六方面着力：

　　第一，要加快转变政府职能，东北地方政府在管理经济方面如何解决好现在存在的错位、缺位、越位、不到位的问题，着力改善投资软环境，这是政府改革要做的事。

　　第二，国有企业改革，东北的国有经济比重比较大，国企改革主要的出发点是建立现代法人治理结构，真正建立起和市场经济相适应的企业运作机制，特别是在三项制度，包括用人方面，薪酬方面，建立起比较完善的治理结构。切实增强企业内在活力、市场竞争力和发展引领力。

　　第三，民营经济发展。民营经济的作用在经济社会中的作用越来越明显，东北和江浙一带比，民营经济的发展确实还存在不充分的问题，虽然他们也很重视发展，但是从比重、贡献度来说还是有差距的。

　　周建平指出，下一步民营经济的发展也是一个重点，基于此，发改委近期和工商联、工信部联合发布《关于推进东北地区民营经济发展改革的指导意见》，探索民营经济发展的市场环境、金融环境、政策环境、运行环境，营造一个比较好的民营经济发展的生态，使民营经济真正能够实现平等获得资源、公平参与市场竞争，同时也同等受到保护。
