中新社北京5月10日电 (叶秋曈)菲律宾大选初步结果显示现任达沃市市长杜特尔特赢得大选。中国外交部发言人陆慷在10日的例行记者会上答记者问时表示，希望菲新一届政府同中方相向而行，妥善处理有关分歧，以实际行动推动中菲关系重回健康发展的轨道。

　　有记者问，据报道，菲律宾选举委员会10日凌晨公布的菲大选初步统计结果显示，现任达沃市市长杜特尔特赢得大选。中方是否向杜表示祝贺？中国领导人是否会致贺电？中方对与菲新政府发展两国关系有何期待？

　　陆慷回应称，中方关注菲律宾举行的大选。他强调，菲律宾是中国的近邻，两国人民之间有着传统友谊。中方一贯重视发展对菲关系，努力维护两国关系大局。但由于众所周知的原因，两国关系近年来遭遇严重困难。中方希望菲新一届政府同我们相向而行，妥善处理有关分歧，以实际行动推动中菲关系重回健康发展的轨道。希望中菲关系的明天会更好。

　　随后有记者问，据报道，赢得菲律宾大选的杜特尔特曾表示，菲中可共同开发近海油气资源。他当选后将召集美、日、澳和其他主权声索国通过多边谈判解决南海有关争议。中方对他的有关主张作何回应？

　　陆慷指出，在南海问题上，中方赞成并倡导东盟国家提出的“双轨思路”，即有关争议由直接当事国在尊重历史事实基础上，根据国际法，通过谈判协商解决；南海的和平稳定由中国和东盟国家共同维护。中方主张，在争议解决之前，地区国家应通过制定规则、建立机制管控分歧，通过开发与合作实现互利共赢。
