  获评高层次金融人才可享市民待遇


  根据广州市金融工作局近日印发的文件,广州市每年将评定一次“广州市高层次金融人才”,重点奖励三类人才:金融领军人才、金融高级管理人才和金融高级专业人才。


  根据前述办法,对现有的金融领军人才给予获评当年补贴50万元,对当年新引进的金融领军人才给予一次性安家补贴100万元。对于特别优秀的金融领军人才,可按照“一事一议、补贴资金上不封顶”的原则研究办理。对现有的金融高级管理人才给予获评当年补贴20万元;对当年新引进的金融高级管理人才给予一次性安家补贴30万元。对现有的金融高级专业人才给予获评当年补贴10万元;对当年新引进的金融高级专业人才给予一次性安家补贴20万元。


  现有的人才是指在广州市金融机构、类金融机构、金融研究机构、金融行业自律组织连续工作三年以上,并与用人单位签订三年以上劳动合同的人才。引进的人才是指从外地引进广州工作并与广州市金融机构、类金融机构、金融研究机构、金融行业自律组织签订了三年以上劳动合同的人才。无论是申报现有人才还是引进人才,均要求没有国家金融监管部门规定的不良记录。


  除了“真金白银”补贴,上述金融人才还有各种优待。包括:优先参加广州市组织的金融人才赴纽约、伦敦、新加坡、香港等城市学习培训活动。有意落户广州的高层次金融人才及其配偶、子女,可优先办理落户手续;暂无落户意向的高层次金融人才,可在购房、购车、子女入学等方面享受广州市市民待遇。同时,鼓励用人单位对高层次金融人才进行股权、期权等中长期激励。支持高层次金融人才参选国家“千人计划”、“万人计划”和广东省“珠江计划”、“特支计划”等重大人才工程。


  现有金融人才补贴标准几乎全部翻倍


  对比2014年起实施的现行办法,新快报记者发现主要有三大变化:参评范围扩大、现有人才申报门槛降低、现有人才补贴标准提高。


  现行办法评价对象仅为“在穗各金融机构(组织)”,新办法在此基础上扩大至在穗金融研究机构及金融行业自律组织。比如,针对金融领军人才,现行办法一般集中在金融实务界,新办法将理论界也纳入其中;针对金融高级管理人才,现行办法局限于“担任广州地区金融或类金融机构的主要负责人”,新办法扩大至“担任广州地区金融机构、类金融机构、金融研究机构、金融行业自律组织的副职以上领导职务”。


  申报门槛方面,现行办法对现行人才在广州连续工作年限要求为“5年以上”,新办法则降至“3年以上”。最重要的变化是现有人才补贴标准大幅增加,现行办法对现有的人才获评“金融领军人才”、“金融高级管理人才”、“金融高级专业人才”补贴标准分别为30万元、10万元、5万元,而新办法则分别提高至50万元、20万元、10万元。


  同时在发放方式上也有调整。现行办法规定,获得一次性安家补贴的引进人才需在广州工作3年,未满3年根据离开时的工作年限按照一定比例退还安家补贴,新办法则直接调整为分三年补助:获评当年发放40%补贴,第二年和第三年再分别发放30%。
