派驻机构改革前，有些省直单位没有设立纪检机构，处于监督空白地带，不能体现“全”的要求；有些单位虽然有派驻纪检组，因体制不顺，监督乏力，难以体现“严”的要求。就连派驻纪检组组长的年度考核都由驻在部门管，派驻监督拉不下情面的问题普遍存在。“要解决这些问题，必须推进纪委派驻机构改革，实现全面从严治党的全覆盖。”省委、省纪委认识到。

创新派驻纪检组干部任免办法，将“派”的权威充分体现。省委出台提名考察实施办法，落实“派驻纪检组组长提名考察以上级纪委会同组织部门为主”的要求。同时，省委常委会作出决定：省委任命某某同志担任派驻省直单位纪检组组长后，具体派到哪个单位则由省纪委常委会决定，以充分体现省纪委派驻机构“派”的属性。
创新派驻纪检组组长排序与分工办法，使派驻纪检组组长专司监督职责。省委明确，派驻纪检组组长担任驻在部门党组（党委）成员，在驻在部门党组（党委）中一律排序在党组（党委）副书记之后、其他党组（党委）成员之前，不设党组（党委）副书记的，排在党政正职之后。派驻纪检组组长不分管驻在部门其他业务工作，专门履行监督执纪问责的职责。
