　　新华社济南5月9日电(记者 王志 吴书光)记者9日从山东省章丘市人民检察院获悉，由最高人民检察院挂牌督办、济南市人民检察院立案、章丘市人民检察院提起公诉的章丘“5·20”特大责任事故案，近日经章丘市人民法院一审，判处包括济南市经济和信息化委员会原副主任李廼峰等在内的4人均犯玩忽职守罪，分别处以三年到三年零六个月不等的有期徒刑。

　　2013年5月20日，位于山东省章丘市的保利民爆济南科技有限公司震源药柱生产车间发生特别重大爆炸事故，造成33人死亡、19人受伤，直接经济损失5400余万元。

　　此次被提起公诉的4名被告人分别为济南市经济和信息化委员会原党委委员、副主任李廼峰(副局级)；济南市经济和信息化委员会材料产业处原处长张铁强(正处级)；济南市经济和信息化委员会材料产业处原副处长孙成义(副处级)；章丘市经济和信息化局安全科原科长张宝民。

　　法院审理认为，济南市经信委、章丘市经信局系市、县级民爆行业安全生产的主管部门，4名被告人在分别担任济南市经济和信息化委员会副主任、材料产业处处长、副处长以及章丘市经济和信息化局安全科科长期间，分管或负责民爆行业的安全生产工作，对保利民爆济南公司负有安全监管责任；4名被告人身为国家工作人员，严重不负责任，不认真履行职责，致使国家和人民利益遭受重大损失，情节特别严重，其行为均构成玩忽职守罪。

　　经审理，法院分别判处被告人李廼峰有期徒刑三年，缓刑四年；判处被告人张铁强有期徒刑三年零六个月；判处被告人孙成义有期徒刑三年；判处被告人张宝民有期徒刑三年，缓刑三年。(完)
