中青在线济南5月9日电（中国青年报·中青在线记者 邢婷） 山东将在高校实施弹性学制，允许大学生休学创业，修业年限最长可延至8年，对完成规定学业的学生及时核发学业证书，按学期审核学位授予资格、办理就业报到手续。这是本报记者从9日召开的山东省政府新闻发布会上获悉的。
近日，山东省出台《关于推进高等教育综合改革的意见》（以下称《意见》），对山东高等教育综合改革作了整体谋划，着重提出强化创新创业教育，增强大学生创新实践能力。
据山东省教育厅副厅长郭建磊介绍，《意见》明确的相关措施除实施弹性学制外，还包括：科学合理设置创新创业必修课和选修课，纳入学分管理；提高实践课比重，工农医类专业实践学分比例逐渐达到30%以上，人文社科类专业达到20%以上；完善教师到企业和基层一线实践锻炼制度，并将其作为职称评聘的重要依据；继续实施大学生创新创业训练计划，每年择优支持100项大学生创新创业训练项目，等等。
此外，在完善治理结构，推进现代大学制度建设方面，《意见》提出坚持和完善党委领导下的校长负责制，建立以学校章程为核心的制度体系，完善党委（常委）会、校长办公会例会制度。健全学术委员会、学校理事会制度，建立高校总会计师制度，加强校务财务监督。
在转变发展模式，提高办学质量和水平方面，《意见》提出建立办学规模定期核定机制并进行动态调控。建立人才需求预测分析机制，优化专业布局，实施专业同城跨校整合。
在加强师资队伍建设，提升教师的师德学养方面，《意见》提出完善教育引导、制度规范、监督约束、查处警示的师德建设长效机制，继续实施高校青年教师成长计划。
《意见》提出深化学分制改革，探索本科综合评价录取等招生制度改革，扩大高校招生自主权。完善高职与本科、中职与本科贯通分段培养模式，制定专业目录，优化专业布局，实施动态管理。
用人制度改革堪称一大亮点。
《意见》提出实行人员控制总量备案制，由高校自主确定教学、科研、教辅机构设置和人员编制总量，自主制定岗位设置方案，自主安排执行用人计划，自主公开招聘各类人才。原编制内人员事业身份记录在案，控制总量内人员享受同等待遇。
“在高校实行人员控制总量备案制，这是人员编制改革的重大举措，目的是激励引导高校更加科学合理地配置人力资源，形成动态化的人才管理体系”山东省机构编制委员会办公室副主任刘书伟介绍，目前该部门正在研究制定山东省属公办高等学校人员控制总量备案制实施方案，计划6月底前完成方案的制定工作，随后推动实施。
