　　通州这个紧邻北京CBD的城区，仅4月一个月，就不断有“大新闻”发生。先是4月初，在通州区政府的官方网站上，通州悄然由原来的“行政副中心”改为了“北京城市副中心”。

　　4月26日上午，通州区副区长刘贵明在一次会议上介绍，最初确定的行政副中心仅局限在6平方公里的范围内，后来逐渐扩展到通州老县城155平方公里的面积。不过目前，通州区域范围内906平方公里已全部被纳入北京城市副中心的范围。这释放了什么信号？

　　再造一个北京城区

　　地处长安街延长线东端的通州，堪称京津冀协同发展的桥头堡。特殊的地理位置，决定了通州的发展吸引着越来越多的目光。

　　4月26日上午，北京市人大常委会安全生产执法检查组赴通州“北京城市副中心”进行调研。在通州的行政办公区建设现场，通州区副区长刘贵明介绍，通州区域范围内906平方公里已全部被纳入北京城市副中心的范围。

　　据了解，目前北京市总面积16808平方公里，市区面积735平方公里。当整个通州区全部纳入城市副中心，相当于在通州重新建造一个北京城区的面积。

　　通州区总面积为906平方公里，其中含4个街道、10个镇、1个乡。“北京城市副中心”此次面积扩容，意味着什么？

　　北京大学首都发展研究院院长李国平告诉《中国经济周刊》记者，目前通州所有的乡镇、村庄均纳入北京城市副中心，这将能够在空间上确保通州区起到京津冀协同发展的桥头堡作用，建设现代化、国际化、功能完备并相对自立的城市副中心（新城）。

　　4年后，通州区提法再回归

　　不只是面积的改变，近期通州关于城市定位的提法也在悄悄发生着变化。

　　有网友截图显示：4月4日，通州区官方网站的宣传语中还显示为“市行政副中心”，4月9日，“市行政副中心”赫然变为“北京城市副中心”。

　　短短几天发生了什么？ 难道通州的定位要变吗？引发网友对通州区定位变化的猜测。

　　5月3日，记者登录通州区官方网站发现，在通州官网的专栏中，“北京城市副中心”“北京行政副中心”的使用兼而有之。

　　4月6日“通知公告”专栏刊发的“关于举办《北京市城市副中心热点问题》公益讲座的通知”公告中，用的是“城市副中心”的提法；而在“北京城市副中心”专栏中，4月15日刊发的《行政副中心供地加快，扎实推进重点项目建设》，依然用的是“行政副中心”提法。

　　对此，通州区官方未给予正式回应。据记者了解，北京通州“城市副中心”并非一个全新提法，在4年前已提出。

　　2012年，北京市第十一次党代会上，首次提出了聚焦通州，打造功能完备的“城市副中心”。

　　改变发生在去年。2015年7月，北京市关于贯彻《京津冀协同发展规划纲要》的意见获通过。其中提出要聚焦通州，加快市行政副中心的规划建设，通州区的新定位自此引发关注。

　　8个月之后，2016年3月30日，通州区政府发布的一则文件中，仍然可见“北京行政副中心”一词。

　　但是，从今年4月初开始，通州区“城市副中心”的提法就逐渐取代了“行政副中心”。

　　“名称改变，但定位不变，行政事业单位向副中心转移的规划也没有改变。一般而言，主中心是综合性的，副中心多是专业性的，通州区仅是北京市的一个城 市副中心，以后可能还有其他的城市副中心。随着2017年北京市属行政事业单位部分迁入，通州就将是一个以行政职能为主的城市副中心。”李国平接受《中国 经济周刊》采访时表示。

　　这也就意味着，虽然聚焦通州，但城市副中心并非只有通州。这一点在2005年国务院批复的《北京城市总体规划（2004年—2020年）》提出的新城发展战略有所体现，该规划明确了通州、顺义、亦庄是面向未来重点发展的三个新城。

　　纵观近10年来，北京市政府公共服务设施投入的50%以上都集中在这三个新城，尤其是公共交通发展引领新城建设取得的实效已经有目共睹。这些区域都将成为承接北京中心区功能的主阵地。

　　按照通州区“十三五”规划纲要目标，到2017年，行政办公区将初具规模，对中心城区的功能承接取得明显成效；到2020年，与功能定位相适应的空间格局基本形成，国际化城市框架初步搭建，非首都功能疏解取得重大突破。

　　远期将带动40万人口疏解到通州

　　2015年11月30日，北京市规划委通报有关北京行政副中心建设的有关情况：到2017年，市属行政事业单位整体或部分迁入工作将取得实质性进展，远期带动约40万人疏解至通州。

　　这个数据得到李国平的认同：“通州增加40万人口是正常的，因为有政府机关要进来，包括相关的服务和配套也要进来。由于行政职能的增加，肯定会带来一些服务于行政功能的人口的集聚。”

　　按照北京市委、市政府《关于贯彻落实〈京津冀协同发展规划纲要〉的意见》要求，北京市行政副中心功能定位主要是有序推动市属行政事业单位整体或部分向市行政副中心转移，同时带动部分文化旅游、商务办公等功能向市行政副中心疏解。

　　行政事业单位是搬迁过来了，接下来，如何确保从北京疏解的人口在通州“留得住”？北京市规划委副主任王飞给出了答案：“通过配置优于中心城区的公共设施、绿地环境等，吸引人口到通州就业和生活；打造与城区的‘半小时交通圈’，优化交通路网。”

　　这些公开的具体措施包括：为通州当地城镇化、就业居民提供各类政策性住房，实现居住社区为本地就业、城镇化配套；配建文化中心、大剧院、体育中心等高等级公共设施；整建制引入中心城优质的三甲医院、重点中小学、幼儿园等资源。

　　最新的消息是，目前人大附中等4所名校已经正式进驻通州。4月27日上午，北京市教委在通州区召开推进北京市副中心教育发展专题座谈会，为首都师范 大学附属中学（通州校区）、北京市第二中学（通州校区）、中国人民大学附属中学（通州校区）、北京理工大学附属中学（通州校区）揭牌，标志着4所学校正式 进驻通州办学，并将在2016年秋季招生。

　　通州区至少疏解10万人口

　　一方面是“留得住”人；另一方面，通州还要控制人口过快增长，向外疏解人。

　　在人口控制方面，通州区副区长刘贵明表示，通州正在想办法，将出台更严格的人口管理办法。疏解现状存量流动人口，通过淘汰低端产能，结合环境建设，结合疏解非首都核心功能，把人疏解出去，至少涉及不止10万人口。

　　据《中国经济周刊》了解，目前通州区正加快不符合城市功能定位产业的调整退出，实现产业升级，有序疏解非首都核心功能，2016年预计将调整退出企业1000家。

　　据记者了解，为了给外迁企业做好相关服务，通州区与河北、内蒙古、山东等周边地区搭建了对接平台，方便外迁企业与迁入地进行对接。目前，已经将相关地区的政策以及优越条件汇编成册。

　　通州区经信委副主任官宏表示：“下一步我们准备把手册下发给所有的企业，这样让企业在选择迁入地的时候不至于盲目去选择，同时我们也跟当地的政府做好对接，为企业的嵌入，尽量创造一个好的环境。”

　　要疏散人口还是要依靠产业，这一点跟北京向外疏散产业的要求基本一致。“对于那些有污染的、耗能多的、占地大的、不适合在通州发展的一般传统制造业，得渐次退出；但是也不可能一下子就全部退出，有一个慢慢向外转移的过程。”李国平说。

　　通州人口的一进一出之后，大家都很关注是否会重蹈类似北京的“大城市病”？官方公布的数据显示，截至2014年底，通州常住人口为135.6万，“十三五”期间通州区的人口调控上限约为160万人。

　　这意味着在“十三五”期间，通州区常住人口上限约为160万。这个目标跟通州引进40万人口并向外疏解10万人口的数据基本吻合。为避免通州建设重蹈“大城市病”，李国平提醒：未来通州人口最好不要超过200万，否则会形成新的拥堵。
