　　新京报快讯(记者 赵实)5月11日，新京报记者从国土资源部了解到，《关于下达〈2016年全国土地利用计划〉的通知》已印发，今年起，土地计划将实行3年滚动编制、分年度下达，还要实行建设用地总量和强度双控，逐步减少新增建设占用耕地。

　　通知要求，要统筹新增建设用地计划、增减挂钩计划和工矿废弃地复垦利用计划，加大存量用地盘活和补充耕地的力度，落实最严格的耕地保护制度和节约用地制度。

　　此外，各省区市土地计划要重点保障交通、水利、能源等基础设施和军事建设，向中小城市和特色小城镇倾斜，向发展潜力大、吸纳人口多的县城和重点镇倾斜，还要保障养老、旅游、物流、光伏等产业，以及新产业新业态和大众创业、万众创新发展用地，对新型农业经营主体建设辅助设施用地，要单独安排土地计划。

　　同时，通知还要求，要加大对教育、医疗、文化和公益设施等项目的支持，按照应保尽保的要求，专项安排保障性安居工程计划。对农民住房，按下达各省区市用地计划总量的5%单列，不得挪作他用，如有节余须结转下一年度继续用于农民住房建设。对国家扶贫开发工作重点县，国家专项安排每县新增建设用地计划600亩，允许集中连片特困地区、国家扶贫开发工作重点县和贫困老区，将增减挂钩节余指标在省域范围内流转使用。
