中方：美方应区分商业航行自由和军舰横行自由
中新社北京5月11日电 (叶秋曈)针对美官员屡次提及“航行自由计划”，中国外交部发言人陆慷在11日的例行记者会上驳斥称，美方混淆商业航行自由和军舰横行自由的概念，《联合国海洋法公约》未明确赋予军舰无害通行权，美方应尊重基本事实。

　　有记者问，美国务院官员拉塞尔10日称，航行自由行动对小国很重要。如果世界最强大的海军都无法在国际法允许的海域航行，小国军舰将会怎样？如美军舰都无法行使国际法赋予的权利，渔船和货轮又怎能避免被大国阻拦？中方对此有何评论？

　　“美国官员开始重视国际法了，这很好。而且，我们希望美方尽快批准并加入《联合国海洋法公约》，这样就会使自己再谈国际法时听起来比较有说服力。”陆慷回应称。

　　陆慷表示，美方官员说“航行自由对小国很重要”，但似乎又忘了区分商业航行自由和军舰的横行自由了。小国同大国一样，当然都希望确保符合国际法的商业航行自由，而这个自由在南海地区到目前为止从没问题。但没有哪个国家会像美方一样主张违反国际法的军舰的横行自由。
