国务院总理李克强5月11日主持召开国务院常务会议，部署促进消费品工业增品种提品质创品牌，更好满足群众消费升级需求；决定进一步精简投资项目报建审批，以改革营造更加便利的投资环境；通过《长江三角洲城市群发展规划》，培育更高水平的经济增长极。
会议认为，消费是最终需求。促进消费品工业升级，发挥消费对经济发展和产业转型的关键作用，是推进结构性改革尤其是供给侧结构性改革、扩大内需的重要举措。各级政府要着力完善政策，充分发挥市场机制作用，围绕消费者多样化需求，推动消费品工业增品种、提品质、创品牌。一是完善市场准入，取消不必要的审批及目录和不合理收费，严格安全、环保、能耗等条件，支持企业在创意设计、提高科技含量和性能等方面下大功夫，促进大众消费品创新和有效供给。二是培育和弘扬精益求精的工匠精神，引导企业树立质量为先、信誉至上的经营理念，立足大众消费品生产推进“品质革命”，推动“中国制造”加快走向“精品制造”，赢得大市场。三是营造公平竞争营商环境，推进国内消费品与国际标准对标，引导企业加强从原料采购到生产销售的全流程质量管理，推行产品认证和第三方质量检验检测，严格实施缺陷产品召回制度。推动中华老字号传承升级，支持企业培育新品牌。四是强化监管，全面推开“双随机一公开”监管方式，建立企业黑名单、惩罚性巨额赔偿等制度，完善知识产权保护措施，严打假冒伪劣，防止劣币驱逐良币。以质量持续提升，不断增强大众对国产消费品的品质信任度和品牌认可度。
会议指出，持续推进简政放权、放管结合、优化服务，进一步简化投资项目报建审批，有利于降低制度性交易成本，激发社会投资活力。会议决定，将投资项目开工前的报建审批事项由65项减至42项，其中规划许可、市政设施建设等24项审批整合为8项，并保留涉及环保等方面的法定审批事项。对保留的审批事项，各地要全部纳入政务服务大厅或在线平台，简化流程、缩短时限，便利企业办事。
会议指出，以改革创新推动长三角城市群协调发展，有利于促进产业升级，推进以人为核心的新型城镇化、加快农业现代化，辐射带动周边区域和中西部地区发展，增强国家竞争力。为此，一要打造改革新高地。复制推广自由贸易试验区、自主创新示范区等的成熟改革经验，在政府职能转变、体制机制创新等方面先行先试，推进金融、土地、产权交易等要素市场一体化建设，开展教育、医疗、社保等公共服务和社会事业合作。二要争当开放新尖兵。大力吸引外资，集聚国际化人才，扩大服务业对外开放，探索建立自由贸易港区，推进贸易便利化，促进外贸稳定发展和升级。三要带头发展新经济。实施创新驱动发展战略，营造大众创业、万众创新良好生态，健全协同创新机制，强化装备制造、信息技术、生物制药、汽车、新材料等高端制造业关键领域创新，发展金融、研发、物流等现代服务业，培育壮大新动能，改造提升传统产业。四要以生态保护提供发展新支撑。实施生态建设与修复工程，深化大气、土壤和水污染跨区域联防联治，建立地区间生态保护补偿机制。五要创造联动发展新模式。发挥上海中心城市作用，推进南京、杭州、合肥、苏锡常、宁波等都市圈同城化发展。构建以铁路、高速公路和长江黄金水道为主通道的综合交通体系，促进信息、能源、水利等基础设施互联互通。到2030年，全面建成具有全球影响力的世界级城市群。
