2015年4月30日,中国中铁二院工程集团有限责任公司(下称中铁二院)中标莫喀高铁项目设计合同,中方企业在俄罗斯高铁项目上迈出第一步。当时工作安排提出:待勘测工作和设计报告完成后,中国中铁将力争高铁基建项目合同,中国中车则谋求动车组制造订单。

2015年11月24日,中俄双方确认,将通过组建合资企业的方式开展车辆技术装备供应及本地化生产合作。中国中车长春轨道客车股份有限公司(下称长客股份)将向俄方企业输出技术,并在俄共同建厂,莫喀高铁所用动车组将以本地化模式在俄罗斯生产。

中铁总人士对财新记者表示:就莫喀高铁而言,设计、基建、车辆、信号等项目签订合同不是一揽子协议,而是断断续续签订的。严格的说,莫喀高铁不能算作中国高铁全产业链走出去第一单项目。第一单项目是已经开工的印尼雅加达至万隆高速铁路项目(下称雅万高铁)。

该人士同时强调,虽然莫喀高铁无缘“第一”,但参与该项目的中方企业在中铁总协调下,组建勘探设计、基建工程、轨道车辆、通信信号等企业联合体“轮番上阵”竞标,这种联合体形式将是未来中国高铁走出去的主要模式。

莫喀高铁全长770公里,包括莫斯科、拉迪米尔、诺夫哥罗德、切博克萨雷和喀山等15站,建成后莫斯科到喀山总运行时间为3.5个小时。目前,俄罗斯尚没有时速200公里以上的高速铁路。
