1980年，16岁的袁军晓考入西安交通大学。毕业后被分配到宝鸡的秦川机床厂磨研所担任设计员，在这个单位一干就是17年。
据秦川机床集团老职工回忆，20多岁的袁军晓一直是“机床厂的风云人物”。“能说会道”“机灵聪明”“酒量大”……老职工们对袁军晓的印象很深。

2004年以前，张锁祥担任西凤营销公司总经理，但他垂涎西凤集团总经理位子久矣。而彼时的袁军晓正在努力争取晋升为副市长。两人一拍即合，张为袁的晋升提供财力支持；袁晋升副市长后，张也一路升到了西凤集团总经理的位置。
不过到了2015年9月，张锁祥、高波因涉嫌违纪被陕西省纪委调查。两个月后，在渭南副市长任上的袁军晓亦被调查。“许多人都说是张锁祥和高波供出了袁军晓。”宝鸡一名官场人士告诉记者。
“左手倒右手”
袁军晓与高波、张锁祥之前的合作甚欢，这是因为背后牵扯复杂的利益纠葛。
2011年12月28日西凤酒公司召开董事会，公布了外经贸部下属的利安达会计师事务所对公司上一年度的财务审计。审计显示，公司2010年实现营业收入15.649亿元，但企业累计亏损超过4.2亿元。这与宝鸡市审计局的报告大相径庭。
审计局的报告显示，由于资产负债计量不够准确，集团潜盈2.673亿元，其中西凤酒公司潜盈405万元，下属的陕西省西凤酒营销有限公司潜盈2.632亿元。
“这份报告等于是将西凤的业绩归功于张锁祥和高波。”西凤酒公司一位了解财务情况的人士介绍，“但事实并非如此。”
