大众网青岛5月11日讯 （记者 李兆辉）山东史上最严安全生产集中行动进入第三阶段，继企业自查自改、县区执法阶段之后，山东省政府联合执法从5月正式开始。省政府安委会成立了17个省级联合执法组，分赴17市督查市县执法检查情况，检查企业是否自查自改。本次联合执法由于其“前所未有的大规模、高密度、组成人员规格高”，也被称为“高层执法”。
5月9日起，山东省安监局作为17个省级执法组之一，进驻青岛各县市区“找问题”、“找典型”。大众网记者跟随执法组对公众关注的黄岛区企业进行检查。
5月10日，联合执法组随机抽查一家法国独资企业——富乐宁（青岛）化工有限公司。
大众网记者跟随专家在企业进行现场检查，发现很多在噪音环境下的工人并未佩戴耳塞等防护设备，比如泵房，是工人经常路过或检查的地方，是噪声作业场所，噪音有时在80分贝以上。
在生产车间，浓碱加料环节由人工手动完成，一旦操作不当，很容易对取碱工人造成职业伤害，但是在这样危险的岗位上，联合执法组也没有发现相应的警示标示，包括浓碱有哪些危害的标示、应该穿戴哪些防护器具的标示等都没有，工人无法时刻获得警示信息，十分危险。
上述两个方面，能够明显地看出，这家企业存在典型的“职业伤害隐患”。
然而，这家企业的“噪音伤害”并不是新问题。该企业一份2015年11月职工的检查报告显示，在接触二硫化碳作业的工人中，有8人初检出神经系统受到损伤；14名接触噪声作业的工人，检出听力受损。即便如此，在今年5月10日的检查中，这家企业依然没有很好的改观，仍然出现了前文所述的问题。
“看了你们企业职工体检报告，我感觉很震惊。”在抽查结束后，联合执法组中的专家组成员朱俐在向企业反馈问题时说，企业检查了100多人，竟检出22人疑似受到职业伤害，其中14个人听力有问题，而且都是和噪声作业有关，在今天的检查时也没看到工人佩戴耳塞等防护设备……另一名执法人员当场提出批评意见：总体感觉你们企业安全生产工作管理混乱。
尽管职业卫生问题频现，但该企业的职业卫生防控制度仍流于形式。
随后，朱俐在仔细查阅了这家企业职业卫生防控制度的资料后指出，企业在这项制度建设上可取的、针对性的内容少了些，具体的、可操作的规定也几乎看不到。而且在污水处理环节，企业对致命毒气硫化氢的处理也没有相应的应急预案，这也是很严重的隐患。
除此之外，联合执法组还在该企业检查出了其他隐患：工会主席安全生产责任制，主要负责人和安全生产管理人员的安全生产职责未按照国家最新法律法规更新，仍用老版本；事故管理制度未对事故上报时限作出规定；劳动者的三级安全教育档案管理不规范；成品库四个防火分区的防火墙未达到3.5小时的耐火极限；厂房内安全门损坏，堵塞安全通道。
当天，青岛市安监局和黄岛区安监局已对该企业相关负责人作了询问笔录，并将在近两天向企业下达“责令限期整改指令书”，要求企业限期整改，逾期未整改或整改达不到要求的，依法给予行政处罚。对于省级联合执法组发现的上述问题和隐患，富乐宁（青岛）化工有限公司总经理Pierre de Cremoux承认，企业在安全生产方面的缺失，将尽快整改。
大众网记者了解到，富乐宁（青岛）化工有限公司是由澳大利亚的澳通集团于2000年在青岛经济技术开发区投资兴建的外商独资企业，注册资本为1120万美元。2007年6月20日，被法国爱森公司全资收购。该公司专门从事有色金属矿山所需的选矿捕收剂，公司年产选矿药剂10000吨。
关于本次“高层执法”
本次“高层执法”是一次前所未有的大规模、高密度的联合执法活动。联合执法组由省执法组、市陪检组和安全专家组组成。省执法组由省政府包市督查组负责，由省直部门1名厅局级领导带队，抽调本厅局2-3人参加，省安监局选派1人参加，其中市陪检组由受检市被检查企业的行业主管部门、专业监管部门派员组成。安全专家组由省执法组从省、市安全专家库挑选安全专家组成，原则上不少于10人。
省级联合检查时间不少于2周，每家企业检查时间不少于半天，企业数量少的市检查企业数量不少于40家，企业数量多的市检查企业数量不少于60家，要实现市所属县（市、区）全覆盖。被检查企业名单由省执法组从各市“一县一册”名单和市县阶段执法计划中随机抽取确定。
对联合执法发现的重大安全隐患，要由当地政府挂牌督办，加大跟踪力度，实现闭环管理；不能保证生产安全的，要立即采取现场处理措施，责令企业停产停业整顿。对联合执法发现的非法违法行为，要立即移交当地县级政府，责成当地县级政府启动行政处罚程序，从严从快实施行政处罚。
对检查发现的所有问题逐一提出整改和处理要求，严格做到“五个一律”，即凡是发现企业不开展隐患自查自改的，一律依法处罚；凡是发现企业存在安全生产非法违法行为的，一律顶格处罚；凡是发现企业自查自改后仍存在重大安全隐患和非法违法行为的，一律停产整顿；凡是经停产整顿到期仍达不到安全生产要求的，一律关闭取缔。
