　　2、对雷洋采取强制措施是因为警察盘问时雷洋要跑，这才让警察追然后才有强制措施，并不是说嫖娼就一定有强制措施，配合执法一定不会有强制措施，而在盘查时遇到嫌疑人跑路警察实施强制措施肯定合法；

　　3、警察之所以后来对雷洋戴手铐，也是因为发现他有很强的反抗情绪和动作，这又让警察觉得嫖娼不该有这么大反应，是不是有其他事？结果双方冲突加剧，于是就戴了手铐。
