　　昨日，广州普降大到暴雨，局部大暴雨。不少街道，积水过膝，部分路段甚至水浸过腰。多路段交通陷入瘫痪，小汽车没顶，公交车进水，地铁站入水。据广州市水务局的市三防总指挥部透露，5月9日下午4时至10日上午8时30分，广州全市普降大到暴雨，局部大暴雨。全市平均降雨量47.6毫米，其中，番禺区沙头街录得全市最大单站雨量186.6毫米。

　　广州5年内投入4亿治理水浸街，为何成效不显？广州社科院研究员谈锦钊认为，过去几年水务局和相关部门在水浸黑点治理工作上比较重视，也做出了努力。通常情况下强降雨造成的水涝在一个小时内能够排走就不存在问题，因此对于相关部门以往的工作情况不能全盘否定。而广州市政协委员韩志鹏在接受金羊网记者采访时表示，广州市前几年的水浸情况已经很严重，之后有过治理，但没想到水浸黑点会在一场暴雨后原形毕露，其中原因还需做进一步的了解。

　　对于暴雨引发水浸反映出的问题，谈锦钊表示，最大的原因在于城市建设使得水泥地面增多，裸露的土地减少，导致积水无法渗透，产生易积水的情况。同时，工地及旧城区地势低洼，排水不畅情况较为明显。谈锦钊指出，纽约许多位于城市中心的公园，都以裸露的大森林形式存在，在城市中心形成了巨大的“海绵”，方便积水的下渗、排放。因此对于中央提出的“海绵城市”的概念应该得到普及。谈锦钊认为对于广州的治水环境还应进一步研究、探讨。

　　对于水浸黑点的具体治理，谈锦钊提出，城市建设是一方面，但日常的维护工作更为重要。相关部门应当把维护变成日常工作。例如对于工地、旧城区地势低洼的地方，要保证排水通畅，要靠平时的维护，不能等到出了问题再进行整治。谈锦钊认为，城市建设的过程中要注重绿化带的设置，一味铺设水泥地面，这也是水浸的重要隐患。同时，谈锦钊认为，针对绿化工作、下水道的设立和保护等方面，都应该确立整套的管理制度。现今颁布的许多条例都太过粗放，应当分门别类，列出具体的措施。谈锦钊指出，暨南大学等水浸黑点问题不再，表明广州水浸黑点的治理工作有所成效。在此基础上应该总结经验教训，扬长避短，从细节入手，进行水浸黑点的治理。

　　暴雨预警滞后家长不满 专家：相关部门不应呈现出官僚主义状态

　　而谈锦钊则认为，如今网络十分发达，校方可通过手机群发短信、网络广播等多种方式传递信息。政府部门应加大补贴，解决校方的后顾之忧。另外，谈锦钊指出，教育部门及城市管理部门应当加大配合，更好地解决信息传递的问题。
