Fighting corruption is a common task facing all countries in the world, need to work together, shared governance. Take this opportunity, I made a brief introduction on China's anti-corruption work.

　　尊敬的卡梅伦首相，各位嘉宾，女士们、先生们、朋友们：

　　很高兴出席此次反腐败峰会，我谨代表中国政府，对峰会的召开表示热烈祝贺，对主办方英国所做的精心准备和周到安排表示由衷感谢！

　　腐败自有人类文明史以来就一直存在，古今中外，概莫能外。反腐败是世界各国面临的共同任务，需要齐心协力、共同治理。此次峰会聚焦反腐败国际合作，向世人表明我们共同打击腐败的坚定决心。借此机会，我就中国反腐败工作情况作个简要介绍。

　　2012年11月中国共产党第十八次全国代表大会以来，以习近平同志为总书记的党中央协调推进“四个全面”战略布局，坚定不移推进全面从严治党，推动党风廉政建设和反腐败斗争取得新的重大成效，赢得了人民群众的信任和拥护。

　　一是狠抓作风建设，持之以恒纠正“四风”。中央政治局出台关于改进工作作风、密切联系群众的八项规定，重点整治形式主义、官僚主义、享乐主义和奢靡之风等四种不良风气，严肃查处公款吃喝送礼、借婚丧喜庆敛财、出入私人会所等突出问题。2013年至2015年，全国共查处违反中央八项规定精神问题11.4万起，处理党员干部15万人，其中给予党纪政纪处分6.5万人，党风政风明显改善，民风社风为之一新。

　　二是保持高压态势，零容忍惩治腐败。我们严明纪律和规矩，坚持有腐必惩、有贪必肃，“老虎”“苍蝇”一起打。中央纪委监察部立案审查一批党的高级干部严重违纪问题。2013年至2015年，全国共给予党纪政纪处分75万人，涉嫌犯罪被移送司法机关处理3.6万人。经过3年多努力，不敢腐的震慑作用充分发挥，不能腐、不想腐的效应初步显现，反腐败斗争压倒性态势正在形成。

　　三是全面开展巡视，加强对领导干部的监督。中央派出巡视组到地方、部门和企事业单位，检查中央路线方针政策执行情况，着力发现违反政治纪律和政治规矩、违反中央八项规定精神、违规选人用人和腐败问题。3年多来，中央巡视组已巡视181个地方、部门和单位党组织，实现了对31个省（区、市）、中管国有重要骨干企业和中管金融单位的全覆盖。巡视成为党内监督的利剑，震慑遏制作用不断增强。

　　四是加大治本力度，扎紧制度笼子。全面深化改革，铲除滋生腐败的温床和土壤。推进政府机构改革和职能转变，大力实施简政放权，3年来已累计取消行政审批事项1000多项。全面推进政务公开，推行权力清单、责任清单、负面清单制度。完善反腐倡廉法规制度体系，修订颁布廉洁自律准则、党纪处分条例和巡视工作条例。坚持把纪律挺在前面，强化对党员的日常教育管理监督，发现问题及时谈话提醒、警示诫勉，抓早抓小、严格执纪，用严明的纪律管住大多数。

　　我们坚持依法治国、依规治党，保持政治定力，认准正确方向，踩着不变的步伐，以顽强的毅力和不屈的韧劲，把党风廉政建设和反腐败斗争一步步引向深入。

　　女士们、先生们、朋友们！

　　中国高度重视并积极推动反腐败国际合作。习近平主席在重大外交活动中，30多次就反腐败发表重要论述，推动国际社会携手打击各类跨国腐败犯罪活动。中国政府将反腐败国际合作和追逃追赃工作纳入反腐败工作总体部署，建立集中统一的领导体制和高效顺畅的跨部门协调机制，拓宽对外合作渠道，持续加大工作力度，不断扩大工作成果。

　　一是搭建国际合作平台。中国参与15个全球和区域反腐败合作机制，积极履行《联合国反腐败公约》，先后担任亚太经合组织、二十国集团反腐败工作组主席，推动通过亚太经合组织《北京反腐败宣言》，健全亚太经合组织反腐败执法合作网络和二十国集团拒绝腐败分子入境执法合作网络，推动建立金砖国家反腐败合作机制。同联合国毒罪办、国际反腐败学院、国际刑警组织、世界银行、经合组织等保持密切沟通与协作。中国与89个国家和地区建立反腐败合作关系，对外缔结44项引渡条约和57项刑事司法协助条约，与35个国家和地区签署金融情报交换合作协议。

　　二是开展追逃追赃行动。2014年以来，中国政府连续开展“天网行动”，集中缉捕外逃腐败分子和经济犯罪嫌疑人，已从71个国家和地区追回外逃人员1657人，追回赃款62.9亿元人民币。我们还集中公布100名已被发布红色通缉令的外逃人员名单，在国际刑警组织和有关国家支持下已到案27人。中英两国根据《联合国反腐败公约》开展个案合作，英国政府向中国澳门特区政府返还2827万英镑腐败犯罪资产。中美两国共同确定5起重点案件，指定专人集中突破，有2人已主动回国投案自首，2人在美国被定罪入狱。

　　三是打击跨国商业贿赂。中国政府既对中资企业在国（境）外从事商业贿赂行为予以惩罚，也依法查处国（境）外经济组织在中国境内的商业贿赂行为。2012年以来，共查处各类商业贿赂案件约1.4万件，涉案金额约44亿元。中国建立行贿犯罪档案查询系统和市场诚信记录信息库，正着手修订《中华人民共和国反不正当竞争法》，进一步加大对各类商业贿赂行为的打击力度。中国还积极参与二十国集团反腐败工作组、亚太经合组织反腐败工作组框架下的反贿赂合作，2014年与经合组织共同主办亚太经合组织反腐败高层研讨会，今年还将与英国共同主办二十国集团反腐败工作组系列会议。

　　女士们、先生们、朋友们！

　　当今国际形势正发生重大、复杂、深刻变化，加强反腐败国际合作成为深化全球治理、推动全球可持续发展的重要议程。在此，我就深化反腐败国际合作提出3点主张：

　　一是坚持平等互信，凝聚政治共识。一个国家选择什么样的模式和道路反腐败，是由本国历史文化和国情决定的。反腐败合作要相互尊重国家主权、政治体制和法律制度，尊重国情差异，实现求同存异、包容互鉴、凝心聚力、共同发展。在尊重主权、平等互利前提下，各国要进一步发挥政治领导力，强化政治共识，践行政治承诺，以实际行动旗帜鲜明地打击跨国腐败犯罪，展现惩治腐败、廉洁诚信的坚定态度，让腐败分子永无“避罪天堂”。

　　二是坚持循序渐进，拓宽合作平台。由于各国政治体制、法律制度、社会文化等方面的差异，反腐败合作要找准突破口，坚持案例先行，由浅入深、由易到难、逐步消除法律障碍，形成机制和惯例，在解决问题上下功夫。在多边层面，要继续将追逃追赃列为重要国际机制的主要议题之一，发挥《联合国反腐败公约》主渠道作用，发挥国际刑警组织、世界银行等专业机构重要作用，健全亚太经合组织、二十国集团等多边框架下的全球和区域性执法合作网络。在双边层面，各国要努力克服政治法律障碍，积极缔结引渡条约、刑事司法协助条约，建立反腐败、警务、检务、外交、反洗钱等多部门参与的执法合作机制，灵活运用刑事、民事手段开展合作。

　　三是坚持互利共赢，提升合作实效。要树立双赢、多赢、共赢理念，照顾各国特别是发展中国家的关切，在追求自身利益时兼顾他方利益，在寻求自身发展时促进共同发展，构建共商、共建、共享的国际反腐新秩序。中方倡导各国克服政治法律制度差异，找到合作最大公约数，建立信息共享、联合调查、快速遣返、能力建设等方面的合作机制，在查找、调查、起诉、遣返和引渡腐败犯罪嫌疑人，以及追踪、冻结、追缴和返还腐败犯罪资产方面开展密切协作，提高合作效率。

　　女士们、先生们、朋友们！

　　深化反腐败国际合作，符合各国政府和人民的共同利益，顺应民心，潜力巨大。中方愿秉持平等互信、循序渐进、互利共赢、注重实效原则，加强与世界各国的务实合作，相互支持、相互协助，织密惩治腐败的合作网络。作为二十国集团反腐败工作组共同主席，中方将会同英方将追逃追赃列为重要议题，推动通过《追逃追赃高级原则》，兼顾各方关切，倡导务实合作，维护法律尊严和社会公平正义，让各国人民公平共享反腐败合作带来的红利。
