　　昨天上午，记者来到鄞州区洞桥镇，洞桥明苑小区就在这里。

　　小区在洞桥镇政府南面，属于镇中心位置，以多层楼房为主。虽然有着近十年房龄，但小区看上去还是比较新，房屋间隔也比较大，里面绿化和健身设施都比较完备。

　　这个建筑面积近27万平方米、有2200多套住宅，洞桥镇里规模较大的一个小区，房产证却一直没有，背后原因到底是什么？

　　昨 天，记者来到明苑社区居委会，负责人王德芳介绍说，洞桥明苑小区是2003年开始建造，由宁波鄞州工业园区投资开发有限责任公司建设，占地总共500多 亩，主要解决规定区域内的拆旧购新户和农村住房困难户、大龄青年等对象的购置，区域覆盖鄞江、洞桥、章水、龙观四个乡镇。

　　为什么没有房产证，王德芳说因为当初是先用后批，手续上不是特别齐全。

　　当时，小区房价75平方米以内，每平方米1350元；超过75平方米的，每平方米1552.5元。当时洞桥镇的房价，每平方米三四千元。

　　针对此事，洞桥镇副镇长胡杰表示，洞桥明苑小区房产证 办理工作目前正在进行当中，由于该小区建设历史比较久远，权属关系复杂，办证户数较多，各类资料核对工作量较大，相关资料需要进行仔细核对，导致目前办证 进度总体上有点偏慢，洞桥镇政府和相关职能部门已经在尽量加快相关手续办理进度。

　　胡杰告诉记者，洞桥明苑小区的土地证是从无到有的过程，2014年时办出集体土地证，同年年底才变更为国有土地性质。

　　鉴于目前权属关系复杂，胡杰表示按照先易后难的方针进行逐批办理，对资料符合的第一批房产证将在近期办理完成进行发放。“第一批已经有十本证做出来了，5月底还会有54户可以拿到产权证，7月份以后，有近200户可以办好。”后续的各批次房产证也将逐步跟上。
