质量效益仍是瓶颈
今天下午，中国工程院发布《2015年度中国制造强国发展指数报告》（以下简称《报告》）。《报告》显示，中国制造强国进程正在稳步推进，步入了发展新常态，但转型还刚开始，任务还很艰巨，质量效益仍是瓶颈。
为系统性跟踪中国制造强国建设进程，中国工程院战略咨询中心会同机械科学研究总院等单位，基于“制造强国战略研究”重大咨询项目构建的制造强国指标体系，对我国2012-2014年强国进程作了进一步评价分析，形成了《2015年度中国制造强国发展指数报告》。
“制造强国指数”采用4个一级指标和18项二级指标进行综合评价，其中4个一级指标分别为规模发展、质量效益、结构优化和持续发展，既包含制造业的现状，如实力和竞争力，也包括发展潜力和前景展望。
《报告》指出，中国在制造强国之路继续在迈进，但提高的步伐有所减缓。从中国制造强国分项指数构成看，规模发展指数占综合指数的比重最大，仍是当前支撑我国制造强国进程的主要因素；质量效益、结构优化和持续发展三项指数占比基本都在15%左右，相较美、德、日等制造强国仍有巨大提升空间。
具体而言，2012-2014年，我国制造业规模发展指数在指数增长中仍占有绝对主导地位，但其增速有所放缓。这符合经济新常态模式。
我国制造业的质量效益指数近两年有一定增长，但与发达国家相比仍然存在着倍数级的差距。“美、日、德等发达国家的质量效益指数在综合指数中的比重占绝对优势，是这些国家能够成为制造强国的主要标志。中国制造业若要变强则需要从提升质量效益入手，从根本上解决我国制造业所面临的质量效益问题。”中国工程院院士朱高峰说。
结构优化指数是各项指数中唯一呈下降态势的指数，提高我国制造强国结构优化指数仍然刻不容缓。
中国制造业持续发展指数近两年增长态势良好，但仍明显低于发达国家的同期水平，甚至不及印度、巴西。朱高峰直言，这就要求我们必须要在持续发展方面下更大功夫。
《报告》提出，中国制造业若要由大变强，则需要加快经济发展方式转变、推进产业结构升级，瞄准创新驱动、智能转型、强化基础、绿色发展、推进服务等关键环节，推动制造业跨越式发展，争取十年迈上一个新台阶。
中国工程院院长周济表示，计划在未来一段时间内持续滚动发布《中国制造强国指数年度发展报告》，并根据制造业发展的新态势，不断优化相关指标及评价工作，以期进一步提升评价工作的科学性和有效性。
