据《新京报》报道，上海财经大学中国公共财政研究院执行院长刘小川认为，目前部属高校公布的部门预算仍是比较简单的分类，很多项目没有按照经济分类公布，分类指向不明确。功能分类只是简单分为教学、科研、社保等；而如果按照经济分类，就可以看出教师工资、购买设备、学生补助都花了多少钱，可以更清楚地看出钱到底用在哪些方面，清晰地看出钱用的源头。

评论称，仅就眼下的70多份年度预算来看，起码有三个层面有待细化并释疑：一则，既然是高校预算，公众最关心的自然是比如教师工资、教学设备、学生补助等都花了多少钱。二则，高校行政化是个不争的顽疾，而社会对“三公”支出反响最为强烈，那么，高校预算能否在这些热点上不避嫌地及时回应民意？三则，很多高校“其他收入”金额较大，比如北京大学的其他收入为42.57亿元，占总收入的35.82%。“其他”太多，透明性就成谜。当然，最关键的还有，这些安排到底合理不合理、有没有靠谱的审计等专业监督兜底，似乎也需要稳妥说明。
