出乎很多人预料的是，税率调整并没有对跨境电商造成太大影响，而恰恰是此前被认为已经包括大部分跨境电商商品的“正面清单”以及通关时要求的通关单，把许多跨境电商企业推到了生存悬崖。
新政的本意为了规范其发展，却意外打压了大部分跨境电商企业，甚至让其生存艰难，这显然已经超出了此前预期。国家有关部委也开始高度重视这一问题，频繁调研跨境电商企业。而新政或暂缓一年执行的消息也不胫而走，让跨境电商企业在咬紧牙关的同时也看到了一丝希望。
意外冲击
跨境电商进口监管新政实施一月有余，对跨境电商企业的影响远超市场预期。
4月8日，财政部、海关总署、国家税务总局联合发布《关于跨境电子商务零售进口税收政策的通知》，跨境电商零售进口商品不再征收行邮税，而是征收关税、增值税、消费税等。此后，相关部门先后公布了两批进口“正面清单”，按照新政，只有清单上的商品可以以跨境电商的方式进口。
然而，新政实施一个多月以来，不断有跨境电商企业反映，税率大幅增加、订单量急剧缩水的同时，大量以保税模式进口的跨境电商企业，面临断货空仓的尴尬局面。
据统计，新政实施仅一周，郑州、深圳、宁波等跨境电商综合试验区进口单量分别比新政实施前下降70%、61%和62%。而杭州跨境电商综合试验区在新政实施一个月内进口邮包138.12万件，日均出货4.6万件，环比下降57%。
尽管税率上调大大提高了跨境电商进口成本，但当下众多跨境电商企业业务放缓甚至停滞的症结所在，却是新政落地前几个小时才公布的“正面清单”。
“政策太突然，打了我们一个措手不及。”一位杭州的跨境电商负责人对《华夏时报》记者表示，新政实施第一周，许多跨境电商企业的业务量急剧缩水，甚至原有库存也无法销售。
直到4月15日，海关总署办公厅下发了《关于执行跨境电商税收新政有关事宜的通知》，允许4月8日前发运的商品按原有通关程序进口，一些跨境电商才暂时松了一口气。但是，4月8日前发运的的库存消耗完以后，“通关单”的问题仍然难倒了一片跨境电商企业。
“致命”的通关单
让跨境电商企业备受煎熬的根源在于通关单。
在新政实施前，郑州等综试区企业进口任何货品的报关手续只需提交合同、运单、装箱单和发票4份材料，报检只需半天时间，货品即可入区上架以待销售。但4月8日开始实行的新政则规定，网购保税商品“一线”进区时需按货物验核通关单，“二线”出区时免于验核通关单。但在实际操作中，多数跨境电商都无法提供通关单所需的资质、单据证明。
中国电子商务研究中心在4月19日发表的《关于跨境电商零售进出口政策实施及影响情况会员企业反馈意见的汇报》中表示，新政的本意为堵住税收漏洞，但由于清单要求跨境电商按货物提供质检通关单，相当于将一般贸易的检验检疫要求加到了跨境电商进口上。
关于一般贸易检验检疫的繁复，这份报告以食品举例称：办理通关单需随附原产地证书、卫生证书、食品成分分析表、进口许可证、企业首次进口食品类的进口声明、出入境食品包装备案书、安全性评估材料等10余种单据，还需办理境外生产企业注册、境外出口商备案等前置性审批，不仅手续繁杂、办理时间长，且未能满足前置性审批条件的商品将无法进口。
洋码头创始人兼CEO曾碧波表示，新政对跨境电商影响最大的并非是税率，而是在商品准入和检验检疫方面以及自身供应链的组织方面。
河南保税物流中心一位工作人员告诉《华夏时报》记者，由于“正面清单”要求跨境电商按货物提供质检通关单，受此限制，绝大多数食品、化妆品、保健品、母婴用品短期内将无法进口。此前，郑州保税区有超过90%的库存商品都因为没有通关单要退转境外，大量在途货品也被卡在港口。最严重时，园区内的企业多数都暂时关门停业，只有存库量较大的一些企业还在维持运转。
新政或暂缓
跨境电商企业的剧烈变化，引起了有关部门重视。有消息称，国务院办公厅、国家发改委牵头的调研组已在4月18日、5月6日分批到河南保税物流中心实地调查新政影响。
同时坊间也开始流传一个消息：最近两周是跨境电商高层级会议密集时期，包括财政部、商务部、质检总局等部门分别召开了多地内部调研会议。最终形成了促进行业发展的统一意见：保留税率调整，其他按照试点原有方式，延长一年过渡期，一年之后将严格执行一般贸易通关单的管理。
“新政并不是为了打压跨境电商，而是为了规范其发展，所以新政肯定会有一些松动。”本报记者向接近商务部的人士求证，跨境电商新政将要调整的消息得到了印证，但该人士并未透露具体措施。
事实上，对于跨境电商，政策一直都在鼓励其健康发展。
4月20日，国务院总理李克强主持召开国务院常务会议，提出要扩大跨境电子商务、市场采购贸易方式和外贸综合服务企业试点，支持企业建设境外营销和服务体系。国务院副总理汪洋在4月21日召开的全国外贸工作电视电话会议上也强调，支持企业培育品牌和营销网络，鼓励跨境电子商务等新业态发展，促进外贸提质增效。
始料未及的是新政带来的意外冲击。
