新京报讯 （记者王梦遥）5月14日，两岸执法部门再次就合作打击电信诈骗进行协商。记者了解到，协商中两岸已就两起电信诈骗案交换了部分证据材料，同时将由海协会、海基会协调台湾犯罪嫌疑人家属探视事项。此外，大陆方面希望台湾追捕电信诈骗幕后“金主”，最大限度追赃返赃，返还大陆受害人。
在通报涉马来西亚电信诈骗案最新进展时，大陆专案组表示该案全部32名台湾籍嫌犯对犯罪事实供认不讳。
5月13日，由法务部门两岸司司长陈文琪带队的台湾代表团到珠海了解在押台籍嫌犯情况，并与大陆有关部门协商会谈。
4月30日，包括32名台湾籍人员在内的97名电信诈骗犯罪嫌疑人被押解至珠海。此前，大陆警方从肯尼亚将77名电信诈骗犯罪嫌疑人押解至北京，由北京市公安局成立专案组侦办案件。
记者了解到，协商中双方还商定，将适时对案件侦办情况进行阶段性总结，坚决遏制电信诈骗犯罪猖獗势头。
追赃成焦点目前无成果
为期三天的行程中，台湾代表团多次与大陆执法部门会谈。对于这次会谈的成果，陈文琪在接受记者采访时表示，主要针对涉肯尼亚电信诈骗案和涉马来西亚电信诈骗案，双方讨论案情并交换了部分证据和材料，这对两边查办案件有很大帮助。
大陆警方还分两次向台湾通报了涉肯尼亚和涉马来西亚电信诈骗案的最新进展。
昨日的通报内容显示，大陆警方根据马来西亚警方移交的物证和大陆公安机关调查的电子证据、书证、证人证言、犯罪嫌疑人供述等证据，目前已初步查清这97名犯罪嫌疑人分属5个犯罪团伙，基本查清了4个团伙主要犯罪事实、作案手段、4个窝点人员组织架构、交易资金账户及相关电子证据。另外一个窝点由于20名台湾主要犯罪嫌疑人被遣返台湾，调查工作遇到困难。
记者注意到，追赃是此次会谈的焦点之一，双方均对此进行了多次表态。
公安部刑侦局副巡视员陈士渠告诉记者：“因为赃款在台湾，大陆知道一些资金流，就是他们从哪个卡汇到台湾去的，我们把相关材料都提供给了台湾，可能需要台湾在下一步开展工作。希望台湾在追赃方面能够尽快有所行动。”
台湾方面陈文琪则表示，要在双方合作的基础上积极追赃查赃返赃，以此平复被害人的损害。
同意台嫌犯家属探视
昨日的通报内容显示，大陆警方根据马来西亚警方移交的物证和大陆公安机关调查的电子证据、书证、证人证言、犯罪嫌疑人供述等证据，目前已初步查清这97名犯罪嫌疑人分属5个犯罪团伙，基本查清了4个团伙主要犯罪事实、作案手段、4个窝点人员组织架构、交易资金账户及相关电子证据。另外一个窝点由于20名台湾主要犯罪嫌疑人被遣返台湾，调查工作遇到困难。
据陈文琪介绍，从马来西亚被带回台湾的20余名涉电信诈骗犯罪嫌疑人，目前正在由台中地检署进行侦办。
对于台湾犯罪嫌疑人家属探视的问题，记者获悉，双方同意通过海协会和海基会的渠道进行办理。
陈士渠告诉记者，按照大陆刑诉法规定和惯例，侦查阶段不允许嫌疑人家属探视，但为了展现合作打击犯罪的诚意，按照两岸共打协议有关规定，大陆公安机关同意按有关规定，并经审批，尽快安排台湾犯罪嫌疑人家属到看守所探视。
