报道称，目前中国贫困人口主要集中在相对欠发达的中西部地区，如贵州、云南、河南、广西、湖南、四川等地，这些地区基础设施薄弱，公共服务欠缺，不少人居住在不具备生产生活条件的生态脆弱地区，即使花很大代价帮助扶贫，也是暂时脱贫，很快会返贫。
刘永富说，搬迁主要有三种形式：一是往县城和中心乡镇搬迁，这些地方有比较成熟的公共服务，比如学校和医院；二是搬迁到经济开发区、工业园区，政府盖好保障房，每家保证一人以上通过培训能够就业； 三是仍然在当地，但是搬到交通稍微方便的地方，比如离公路近、离水源近的地方，就地改善生产生活条件。
刘永富表示，2016年是这项大规模搬迁行动的起步之年，计划搬迁200万人以上，积累经验后再逐步提升。相比以前的贫困人口搬迁工作，今后将加大投入力度，实施更加优惠的政策。
