探访中国“北大门”第一哨所：气温最低曾达零下57.3℃

端 倪摄 坐落于大兴安岭深处中的空军漠河雷达站，地处中国雄鸡版图的“鸡冠”上，是全空军地理位置最北、北部战区空军自然气候最冷的雷达站，被称为“北极第一哨”。这里年平均气温-5℃，一年中霜雪期长达9个月，气温最低曾达-57.3℃，是中国有气象记载以来的最低温度。
面对极端恶劣的自然环境，一茬茬雷达站官兵扎根“祖国北极”，勇于担当、爱站建家、无私奉献，漠河雷达站连续26年被评为基层建设先进单位，荣立集体一等功2次、二等功4次、三等功10次。连续41年情报合格率100%，创下空军雷达兵情报合格率最高、连续时间最长的纪录。
这些“战果”靠的是什么？近日，本报记者走进了漠河雷达站，讲述空军官兵戍边背后的故事。

初识祖国“北天门”
立夏时节，北京早已是繁花似锦，热风习习。一路向北2600公里，黑龙江漠河却还是冰天雪地。抵达的前一天，这里刚经历了一场大雪。
寒冷，是“神州北极”给每位到访者的“见面礼”。
清晨6点多，太阳已经升起，气温仍在零下6摄氏度。哈气成雾，记者不自觉地把手揣进口袋。“在这里，终于找到北了！”一位同行者感慨。
从漠河县到雷达站有不到半小时的车程，记者一行人乘车前往雷达站。采访车行驶在林海间的一条水泥路上，路两侧是十几厘米厚的积雪。车窗外，密密成片的白桦树、点缀其间的樟子松一律笔直地指向蓝天。
行至半山腰，因路面结冰，采访车在爬坡过程中突然打滑，一行人不得不下车，小心翼翼地步行走向雷达站。约摸20分钟，“北极第一哨”营房大门呈现在我们眼前。
此时，清晨的阳光洒满林海，大门上方不锈钢铸成的“北极星”熠熠生辉。环顾望去，如弯弓待发的雷达天线直视蓝天，崭新的现代营房似威武之士傲立森林中。营房广场，正中是高耸的旗杆，主楼前数十位着装严整的战士列队肃立。升旗仪式正在进行。在嘹亮的国歌声中，鲜艳的五星红旗冉冉升起。
“我们雷达站是中国空军最北端的雷达站，我们的国旗是中国空军最北端的国旗，我们是中国空军最北端的雷达兵。”“祖国有我，请放心。最北最寒最坚定，练严练实练金睛！”
伴着国歌的最后一个音符，官兵们的铿锵誓言，响彻茫茫林海雪原。
站长马东平、指导员程龙，一对一米八几的大个子，黝黑的脸庞映出“北极”的印记。走进雷达站荣誉室，站在时任总参谋长傅全有为连队题写的“北极金睛空中卫士”面前，他们倍感自豪地介绍，漠河雷达站1952年组建于鸭绿江畔，随即奉命出征朝鲜战场，执行抗美援朝对空警戒侦察任务，1973年调防漠河大兴安岭深处。雷达站连续26年被评为军事训练一级单位，连续41年情报合格率100%。
几十年把一件事做好更是非同寻常。随着采访的深入，记者渐渐明白：荣誉背后，正是他们那种箭在弦上、引而待发的临战状态，是那一股敢为人先、精益求精的过硬作风。
“练严练实练金睛”
在战士食堂吃完早餐，突然，“丁零……”一阵急促的铃声传来。
只见六七名战士正往雷达阵地奔跑。马东平告诉记者：“这是一等转进！”大家随着转进战士的脚步也奔跑起来。不到一分钟，战士们已各就各位，山坡上弯弓般的雷达天线快速旋转着，雷达方舱里屏幕上电波一圈圈扫描着。
在指挥室，值班领导根据操纵录取员不断报告的空情信息，即时发布正确处置指令。
“小小操纵员，牵动指挥员。雷达一旦遇到干扰，‘千里眼’就会成为‘睁眼瞎’。”马东平介绍说，漠河雷达站守护着祖国最北端数十万平方公里的领空，我们就是上级首长和值班指挥员的千里眼。稍有疏忽就可能发生错漏压情，甚至贻误战机。
在战备值班检查“双向”登记本上，记者看到，清晰地记录着雷达站主官每天上机检查的时间、检查的内容、人员的值班状态、兵器的工作状况等内容。
“为了祖国的天空每一分每一秒都蔚蓝宁静，我们必须练好过硬本领。”漠河雷达站有这样一个理念：练在平时，想着战时；像准备打仗一样组织训练，像打仗一样落实战备工作。为提高实战环境下各类各级人员人工处置、传递、上报空情能力，连队成立了课题攻关小组，以“不明空飘物、护林防火、雷达反干扰”等情况为想定背景，反复进行空情模拟推演。
2015年6月的一天，漠河上空乌云压顶，雷声滚滚。为防雷电击毁装备，官兵们迟疑地看着站长：雷达关不关？经验丰富的马站长听着雷声望向天空，下定决心说：“雷达正常工作”。
两分钟后，雷达显示屏上发现一个亮点，一个不明目标正高速朝我边境线飞来。连队立即转进一等，迅速向上级指挥所报告，持续跟踪目标。
经查证得知，不明空情是一架民航客机因绕飞雷电云层，私自改变航线。尽管是虚惊一场，但雷达站提供的准确情报，为上级正确处理赢得了先机。
“最北最寒最坚定”
在雷达阵地旁的一片松林中，高高耸立着七棵百年古松。
这是1987年烈火洗礼后幸存的七棵樟子松，时至今日，依然如同卫士般巍然屹立，成为一代代官兵扎根北陲的精神图腾。
守边关！一个“守”字重千钧。守得住边关，守得好空防，是漠河雷达兵肩负的责任和使命。
1987年5月，大兴安岭地区发生罕见的森林火灾，漠河雷达站作为驻地唯一的空中情报保障单位，全程保障引导灭火救灾直升机、运输物资的运输机以及视察灾情的各类专机保障任务，当大火蔓延到阵地时，全站官兵仍誓死坚守岗位，英雄的壮举得到军委总部的通令表彰。
这七棵松树都有名字：“创业松”“毅力松”“奉献松”“志向松”“勤勉松”和象征主官团结的一对“团结松”。为了铭记和传承雷达站不同时期的奋斗历程，他们把这片松林命名为“七棵松公园”。“公园”里樟子松树干上，有数十个刻有官兵名字的红色小木牌。凡是获得师级以上表彰的官兵都可以在里面认领一棵松树，并以自己的名字命名。
采访期间，那两棵并肩站在一起的松树终于迎来了新主人。去年，站长马东平和老指导员李佳宁被空军评为“一对好主官”，雷达站全体官兵组织隆重的入林仪式，“团结松”挂上马东平和李佳宁的名字。
多年来，每当重大活动，官兵们都要来到“七棵松”下，讲站史、忆传统，用一代代官兵的感人事迹，激励大家珍惜荣誉、献身使命。每当新兵下连、老兵复退时，都会来到“英雄林”前静静站一会儿，想想自己“为连队干过什么、为连队留下什么”，许多心愿都留在了这片静静屹立的松林里。
“最偏最远最放心”
这样一个地处偏远、环境艰苦的小远散单位，官兵干劲从何而来？
在雷达站荣誉室，有一张黑白照片令人印象深刻：一群官兵围着一台收音机，在认真地收听。指导员程龙告诉记者，雷达站移防漠河之初，条件艰苦，信息闭塞，没有电视和报纸，官兵们自费买了这部半导体收音机，及时学习党的理论、上级指示。从此，北极雷达兵听到了来自北京的声音。
越是地处偏远，越要看齐追随。雷达站数十年如一日，采取官兵自学、骨干领学、干部辅导的方法，坚持每天半小时理论学习、半小时读报、半小时收看新闻联播制度雷打不动，搭建小讲堂、小卡片、小广播、小周记、小典型、小论坛等“六小”学习实践平台。
采访期间，连队理论骨干正利用训练间隙带领官兵开展“两学一做”专题学习，大家时而在重点字句下重重地画上红线，时而就某个难点问题开展激烈讨论。空军某指挥所政委陶大鹏介绍说：“利用点滴时间见缝插针学理论，从建站之初坚持至今，已成为一茬茬雷达站官兵的行动自觉。”
在电脑学习室，程龙进入邮箱，打开一封标题为《学习体会》的邮件，“这是今年参加外出驻训官兵的学习体会，”程龙说，“这些年，我们站按照‘党员干部受教育、一个也不能少’的原则，建立‘承包负责、网上学习、跟踪督导’三项制度，对每名在外党员干部，明确专人负责，及时传送学习计划和教学资料，并回收学习体会，实现了教育不断线、覆盖到全员。”
“持之以恒的理论学习，不仅铸就了官兵绝对听党指挥的军魂，还激发了官兵卫国戍边、争先创优的热情干劲。”陶大鹏告诉记者。近年来，雷达站先后有52人入党，44人荣立三等功，16人被表彰为优秀共产党员，11人考学提干，战士留队率一直保持在90%以上。
