　　中新社海口5月16日电  (记者 王子谦)南海16日12时起进入历时两个半月的伏季休渔期，海南省有7952艘渔船进港伏季休渔。

　　今年是实施南海伏季休渔制度的第18年，休渔时间为5月16日12时至8月1日12时止，休渔海域为北纬12度至“闽粤海域交界线”的中华人民共和国管辖的南海海域(含北部湾)。休渔期间，除单层刺网、钓具外，禁止其它作业类型生产。

　　今年海南休渔船只占渔船总数的32%，涉及休渔渔民36475人。休渔期间该省严禁拖网渔船改为刺、钓作业；严禁以任何借口从事拖贝和潜捕作业；刺网渔船严禁以任何借口携带双重或三重刺网；严禁用任何方式从事灯光捕鱼作业；渔业辅助船只不得为违规渔船提供保障和服务，在休渔期间，对违反休渔规定的渔船原则上一律扣港处理。

　　海南省海洋与渔业厅渔政渔监处负责人表示，黄岩岛海域属于北纬12度以北中国管辖的南海海域，自1999年南海区设置伏季休渔制度以来一直纳入休渔范围。南沙海域不属于休渔范围，海南将在休渔期间加强对南沙渔船的监控。凡持有今年南沙专项捕捞许可证并已安装南沙渔船船位监测设备的渔船，前往北纬12度以南的南沙海域生产应全时开启南沙船位监测设备，严格执行渔船进出港报告制度。航行途中，应将网具捆扎封存，没有南沙专项捕捞许可证和未安装南沙船位监测设备的渔船，一律不准出海。

　　休渔期间，海南省将组织渔民开展法律法规、渔业生产技能、船舶航行安全等培训工作，还将组织渔民外出参观、学习和考察，丰富其物质和精神生活。
