用公款送礼，还隐瞒“裸官”身份、在私企老板的安排下多次嫖娼、参与赌博、与多名女性通奸，被一线办案人员形容为“五毒俱全”的干部——不久前，省纪委曾披露深圳市委原常委、政法委书记蒋尊玉的违法违纪情况。
昨日，蒋尊玉在广州中院受审，公诉机关指控其受贿财物共折合人民币3265.6767万元、港币4670万元。蒋尊玉受贿行为大多涉及房地产开 发。在土地资源极其紧缺、“寸土寸金”的深圳，他利用职务便利“前门当官，后门经商”，与家族成员在政商两界里应外合，搭城市土地开发“顺风车”寻租分肥。
全案涉及97人 金额2.5亿多元
蒋尊玉，1957年出生，是一名硕士研究生。纪检材料显示，经过4个多月的“鏖战”，由省纪委、省检察院、省公安厅与广州市检察院共同成立的 “10·10”专案组才将蒋尊玉这一“硬骨头”拿下。经查，全案涉及公职人员、私企老板97人，移交司法机关处理17人，涉案金额2.5亿多元。
昨天上午9时30分，满头白发，穿着灰色圆领短袖衫、戴着黑框眼镜的蒋尊玉被法警押入法庭。走过座无虚席的旁听区，他不时张望左右。
检察机关指控，1996年至2014年，蒋尊玉在任深圳市规划国土局龙岗分局局长、市政府副秘书长、龙岗区委书记、市委常委兼政法委书记等职务 期间，为黄泽平等14个单位或个人承接建筑工程、开发房地产项目等方面提供帮助，直接或通过他人收受财物折合人民币3265.6767万元、港币4670 万元。14宗受贿指控中，共有4宗指控数额超过了千万元。
六成以上贿款通过“心腹”收取
庭审信息显示，蒋尊玉涉嫌受贿行为大多与“房”直接相关。2000年至2009年，蒋尊玉为深圳市某公司开发房地产项目提供帮助，通过其家人“低价购房”收受该公司实际控制人何某“好处费”205.6767万元。
蒋尊玉之女蒋某丹的证词显示，她通过何某以4.5折低价购房，“因为房产商知道蒋尊玉在国土局能管到他们，要搞好关系”。

据纪委材料称，在蒋尊玉的老板“朋友圈”中，深圳某高尔夫球娱乐有限公司董事长李卫平排在“心腹”之首。蒋与李同是转业干部，有30多年的交 情，更以结干亲的方式巩固了这条掺杂着铜臭的“情感链”。蒋尊玉涉嫌14项受贿事实有5项与李卫平有关，通过李卫平收取的贿款占受贿总额六成以上。蒋尊玉 在庭上说，他与李卫平常在一起玩牌，女儿直接喊李卫平“舅舅”。纪检部门一份材料显示，李卫平利用蒋尊玉的影响力帮人办事、为权钱交易牵线搭桥，甚至帮助 安排蒋尊玉的情妇堕胎。
根据指控，在商人黄泽平承接深圳市市民广场地下停车库等项目过程中，蒋尊玉通过李卫平收受黄泽平人民币709万元和港币50万元。
公诉人宣读了该项目负责人的证词：“我知道李卫平就是蒋尊玉的‘代言人’,李卫平让我把项目给黄泽平做，我调整评标方式让他中标，将来蒋也会提拔我。”蒋尊玉的辩护律师也称，不否认李卫平是借助蒋尊玉的影响力跟黄泽平等人要钱。
据公诉人出示蒋尊玉的口供笔录显示，蒋尊玉在将受贿款交由李卫平保管时说过，“你拿去用也可以”这样的话。
从“夫妻店”到“家族腐” 结成“敛财共同体”
根据2015年4月2日深圳市纪委通报，蒋尊玉的亲家——深圳中院副院长黄常青落马。至此蒋尊玉的老婆、女儿、女婿、亲家，甚至老婆的妹妹、女婿的舅舅，都悉数“沦陷”。
记者从前期采访和庭审了解到，蒋尊玉并非“一个人在腐败”，不少受贿行为是通过亲友、家人进行的。昨日的庭审上，蒋尊玉推翻以往供述，称检察机关指控的多数受贿是其前妻、女儿收受或李卫平所为，他并不知情。
办案人员用“前门当官、后门经商”形容蒋尊玉和家人的关系。蒋尊玉的前妻李某在上世纪90年代初就以其妹妹的名义成立做房地产项目咨询的“皮包 公司”，并利用蒋尊玉在深圳市规划国土部门工作的职务便利，以介绍地块转让、提供信息咨询等名目收取众多房地产开发商变相提供的利益，甚至向私企老板伸手 索贿。为躲避组织调查，蒋尊玉和李某2013年协议离婚，但实际上仍同住一起。
除前妻之外，蒋尊玉的女儿蒋某丹也在该案中扮演重要角色。起诉书显示，蒋尊玉为李卫平获取高尔夫球场经营权、亲朋子女入学入职、承接旧城改造项 目等方面提供帮助，其家人多次收受李卫平贿送的财物折合人民币139.82万元、港币163万元。蒋尊玉在庭审中承认，蒋某丹结婚时，李卫平送去价值98万元的金条作为贺礼；检方指控，深圳市某房地产公司董事长卢某坚也送了一辆价值人民币84.18万元的博斯特WPOCA298小型轿车。
起诉书还显示，蒋尊玉曾为田某红在职务升迁方面提供帮助，通过蒋某丹收受田某红贿送的“节日红包”7万元。蒋尊玉在庭上起初否认这一点，但面对公诉人“没有提供帮助为什么还收钱”的质问时，他无言以对。
庭审中，蒋尊玉多次否认为深圳市福田区博雅教育机构董事长姚建造等行贿人提供过帮助，但又承认行贿人的事是靠他“打招呼”“批文件”来搞定。蒋尊玉在法庭上承认，姚建造担任龙岗区人大代表，他打了招呼；姚建造开办国际学校，他给龙岗区教育局批文予以“支持”。但又否认通过李卫平多次收受姚建造贿送的财物共计人民币2000万元。
庭上，蒋尊玉否认对大多数指控进行否认，并称自己并未收到过如此多钱。蒋尊玉称：“我只是在过节时收过他们的红包，但并未对他们提供什么帮助。”
公诉机关认为，蒋尊玉身为国家工作人员，利用职务便利非法收受他人财物，为他人谋取利益，数额特别巨大，应以受贿罪追究其刑事责任。
目前，法院仍在审理中。

警惕“腐败风险点” 推动地产信息公开化
部分反腐专家提出，蒋尊玉不少腐败行为都和土地、旧城改造相关，这警示必须有的放矢开展制度廉洁性评估工作，尽快查缺补漏。
“领导插手工程现象仍时有发生，除人为因素外，现行政府投资项目工程招投标监管制度不完善是主要原因。”广州市住房城乡建设系统一位干部建议， 必须全面实施国土房管网上招标拍卖挂牌出让，通过建立市场诚信“黑名单制度”等办法，从技术上、制度上减少围标、串标等市场违法操纵行为，推动重大项目招 投标实现全自动、全封闭。
一位办案人员认为，国土规划等部门过手的项目动辄数十亿元、数百亿元，其岗位重要性不言而喻，但权力制约机制没有发挥应有作用，建议加强对国土房管系统中层以上领导和重点岗位的权力监督和制约，推进重大决策过程的公开化和透明化，严格控制腐败风险。
广东省委党校教授张浩认为，当前一些城市土地资源极其紧缺、旧改蕴含巨大经济利益，是诱人犯罪的“肥肉”。曾在市区两级规划国土部门工作近十年 的蒋尊玉深谙土地审批制度及其漏洞，他的许多行为都有“借经济开发之机行谋取私利之实”的嫌疑，应根据相关案情吸取教训，加强对旧改项目中的“腐败风险 点”制定对应措施，防止领导干部在这一领域“前腐后继”。
