AQSIQ: 8331 batches of unqualified imported food appliances, Japan and South Korea account for 40%
On May 17, the AQSIQ announced State of the 2015 national quality of imported food products (hereinafter referred to as the white paper). 质检总局：8331批次进口食品器具不合格 日韩占4成
5月17日，质检总局公布《2015年度全国进口食品接触产品质量状况》（以下简称白皮书）。白皮书显示，2015年全国检验检疫机构共计检验检出不合格进口食品接触产品8331批，批次检验不合格率为7.71%，不合格率达五年来最高；不合格原因主要是标识标签、安全卫生项目及其他项目检验不合格。
食品接触产品是指日常生活中与食品直接接触的器皿、餐厨具等产品，这类产品会与食品或人的口部直接接触，与消费者身体健康密切相关。
白皮书显示，2015年全国检验检疫机构共计检验进口食品接触产品108007批、67167.2万美元，批次较2014年增加35.7%、货值下降9.8%，主要包括陶瓷制品、塑料制品、金属制品、纸制品、家电类及其他材料制品，其中其他材料类制品以玻璃制品为主。各类进口产品货值分布如图1所示。
从贸易情况来看，2015年度全国进口食品接触产品进一步零散化、小批量化，大批量、连续进口的产品较少，同一批次进口产品品种杂、规格多，且近三年来平均每批进口产品货值持续下降；各类产品原产国的前十位中出现了泰国、越南、印度等国家，反映出目前制造业向劳动力成本相对较低的东南亚转移的趋势。
在8331批不合格进口食品接触产品中，标识标签不合格7751批，安全卫生项目检测不合格204批，其他项目检验不合格376批。
据了解，标识标签不合格主要表现为无中文标识标签或标识标签内容与规定不符。安全卫生项目不合格主要表现为陶瓷制品铅、镉溶出量超标，塑料制品脱色、蒸发残渣及丙烯腈单体超标，金属制品重金属溶出量、涂层蒸发残渣超标，纸制品荧光物质和铅含量超标，家电类重金属超标等。其他项目不合格主要表现为货证不符、品质缺陷等。
白皮书称，2015年度全国进口食品接触产品检验批不合格率达五年来最高，且近五年呈逐年升高的趋势；实验室检测12308批，检测不合格273批，检测批不合格率为2.22%，处于近五年平均水平。近五年检验批不合格率及检测批不合格率对比如图2所示。
我国进口食品接触产品近五年检验批不合格率缘何逐年上升？白皮书称，一是进口产品不符合我国法律法规和标准的情况普遍存在，二是贸易相关方对我国法律法规和标准要求尤其是关于标识标签的问题未引起足够重视，三是国家质检总局为保护消费者健康安全，近年来出台了一系列检验监管措施，持续加大对进口产品的把关力度。
从产品种类来看，2015年各类进口食品接触产品检测批不合格率如图3所示，由高至低依次是家电类、金属制品、塑料制品、纸制品、其他制品、日用陶瓷。
从不合格产品原产国分布情况来看，2015年度进口食品接触产品不合格批次原产国（或地区）前十位依次是日本、韩国、中国（出口复进口）、法国、中国台湾、德国、意大利、泰国、土耳其、美国，原产上述十国（或地区）的不合格批次合计5943批（见图4），占不合格总批次的71.3%，其中原产日本、韩国的不合格批次占总不合格批次的39.1%。
针对进口产品不合格情况逐年增多的情况，白皮书建议，贸易双方尤其是国内进口商强化产品质量主体责任意识，充分了解我国法律法规和标准、关注我国关于进口产品的质量通报，在市场调研、组织货源时就充分考虑并向贸易相关方传达我国法律法规和标准要求，尽量从源头遏制不合格情况，维护自身和消费者权益，促进进口贸易便利化。
另外，去年我国对进口不合格食品接触产品采取了退运、销毁、整改等处理措施，其中退运192批、销毁231批、整改7797批、其他处理方式85批、待处理26批。但退运情况如何、整改过后的产品在流通领域是否保持了整改合格时的状态等，均需要通过后续监管来跟踪。白皮书建议，地方政府加强协调、相关部门开展合作，共同强化进口食品接触产品尤其是不合格产品的后续监管，形成监管闭环。
