业内曝光莆田系医院:1年半就能盈利 不全算诈骗|莆田系医院_新闻资讯

　　此次事件背后隐藏的医院科室外包问题，甚至有部分三甲医院也被曝出存在科室外包情况，以及由此引起的过度医疗问题，也都成为舆论关注焦点。

　　北京健康促进会会长王昊飞告诉《中国经济周刊》记者，虽然目前医疗领域“公私合作”包含委托管理、特许经营等多种形式，但“科室外包”一直属于政府明确禁止的行为，任何公立医院不得与其他组织合资合作设立“非独立法人”资格的科室、病区。

　　随着“魏则西事件”的发酵，其背后的“莆田系”也逐渐浮出水面。《如何辨认你身边的莆田系医院》《这些医院千万不敢去》等帖子开始活跃在各大社交媒 体上，甚至不少地图平台争先推出了“莆田系”医院地图，打开APP，输入“莆田系”，你所在城市的所有“莆田系”医院就出现在了地图上。

　　在网上流传的“莆田系”医院名单中，北京有20多家疑似“莆田系”医院。事件发生后，部分医院的网站已经无法打开。记者随机走访了8家位于北京的医院，全部都在正常营业。

　　现场前来就诊的患者中，部分患者表示并不清楚该医院是否属于“莆田系”医院。其中一名患者向记者表示了自己的疑问，“网上都说‘莆田系’是骗子医院，如果这家医院是，不是应该早就被关掉了么？这么大的医院，如果一直在行骗，那政府为什么不管？”

　　在与“莆田系”同在风口浪尖的百度上键入“莆田系”三个字，显示出来的搜索结果超过1500万个。短短几天时间，无论是隐藏在“莆田系”背后的四大家族，抑或是“莆田系”医院一直以来的“行骗”案例，都成为了舆论焦点。

　　在铺天盖地的报道中，“莆田系”被描述为“诈骗坑害、谋财害命”。但是同时，这样的医院却占据了中国民营医院80%的份额，在其背后的股东名单中，甚至出现了冯仑、刘永好等大佬的名字。

　　业内人士：“莆田系”如何做到一年半就盈利

　　一位从事医疗投资的业内人士对《中国经济周刊》记者表示，在目前国内的民营医院市场，“莆田系”无疑是最赚钱的医院。该人士告诉记者，国内民营医院 的投资回收期通常需要5～8年，但是在“莆田系”医院内，一般情况下只要一年半左右的时间就可以实现盈利。3～5年内就可以收回投资。“这种投资回报率在 业内基本上是绝无仅有的。”他称。

　　梳理目前已经曝光出来的“莆田系”医院名单，不难发现其中最常见的是男科、妇科、不孕不育等专科。同时，“莆田系”也拥有整形美容、牙科、眼科和高端产科等科目。而这些专科的共同点是：低风险、高利润、非医保。

　　此外，“莆田系”医院在广告上的投入也是民营医院里少有的慷慨。据不完全统计，2015年“莆田系”医院一年的广告费用接近200亿元。这或许是莆 田人从游医时代起建立的传统。从电线杆贴纸条，到最早投电视广告，时至今日他们的广告遍布电视、电台、网络和路边站牌。而这些广告之中，有相当部分都将疗 效夸大。

　　一位曾经在“莆田系”多家医院工作过的人士告诉《中国经济周刊》记者，私立医院相较于公立医院的专业和权威性是短板，所以为了让消费者接受民营医 院，莆田人花费了巨额的广告费引流。他透露，“莆田系”医院主要宣传的病症分为三类：第一类是类似男科、不孕不育等病人难以启齿的疾病；第二类是高血压、 糖尿病等无法治愈的慢性疾病；第三类则是近年来刚开始涉及的，本次“魏则西事件”中出现的很难治愈的肿瘤类疾病。

　　“‘莆田系’一直以来都是打的市场需求的擦边球。”该人士告诉《中国经济周刊》记者，“莆田系”医院内部对于医护人员有着严格的培训，其中很大一部分是针对说话的技巧和对待病患的态度。

　　“不能完全算是诈骗，但是我们会要求医生学会察言观色，知道病人需要什么。比如一些慢性疾病，不危及生命的话公立医院往往不以为然，但是病人会有很 强烈的渴望希望根治，我们就会根据话术来让病人相信他是可以被治愈的。”该人士向《中国经济周刊》记者透露，这些宣传的目的只有一个，就是希望病人会掏出 原本不需要花的钱。对此，他曾经工作过的医院还曾经对医生有过明确规定，即单个病人疗程必须在5天以上；在确保安全的基础上，尽可能多安排检查和使用昂贵 的药物。

　　受利益驱动的“过度医疗”

　　前文中涉及投资行业的业内人士告诉记者，过度医疗一直以来是“莆田系”的痼疾。一方面，过度医疗和超范围使用医疗技术和药物给“莆田系”带来了优厚的利润；另一方面，“莆田系”的“骗子”名声也由此而来。

　　此次曝光的“魏则西事件”，业内大部分专家认为涉及的治疗是一次无效的、带有欺诈性质的过度治疗。北京健康促进会会长王昊飞告诉《中国经济周刊》记 者，细胞免疫治疗法在医学界被认为是用来治愈肿瘤的一个方向，但是目前缺少大规模、正规的临床试验。规范的做法应该是向患者客观、全面、准确地披露其病情 与疗法之间可能会产生的作用，而非一味夸大治愈的效果。

　　“在这种情况下滥收费、推广治疗，有一定的原因是缘于受利益驱动而并非出于公益的治病救人。” 王昊飞说。

　　在被问及应如何避免悲剧再次重演之时，王昊飞说，首先是要全社会重视和加强科学的健康教育，这其中搜索引擎可以扮演更积极的作用。其次，坚持依法办 医的方向，当道德约束不起作用的时候，可以从更加严格的监管法律体系来处理各种形式的违法行医。比如是否可以用《广告法》来打击夸张、虚假的医疗宣传。

　　“但这并不是免疫治疗本身的错误。免疫治疗还在发展中，产生了很多令人振奋的实验结果。在规范和审慎的条件下应用该类技术，会在延长生存期、提高生存质量等方面造福患者。”他说。
