新京报快讯(记者王梦遥)今天上午，交通运输部就《水路旅客运输实名制管理规定》(征求意见稿)公开征求意见。《意见》指出，中国境内实施水路旅客船票实名售票、查验，乘船人购票时需凭有效身份证件，票面将记载乘船人身份信息，此外查票时需要“人、证、票”一致。
按照《意见》规定，省际水路旅客运输船舶和相关客运码头实行实名制管理，水上运输距离30公里以下的除外。省内水路旅客运输和港口码头实行实名制管理的范围，由相关省级交通运输主管部门根据需要确定并公布实施。
记者注意到，船票实名制后，乘船人遗失船票的，经核实其身份信息后，水路旅客运输经营者(或其授权委托的船票销售单位)应免费为其补签船票。乘船人要求退票的，水路旅客运输经营者(或其授权委托的船票销售单位)应当及时予以办理。
对于《意见》的目的，规定中指出是“为保障水路旅客生命安全，维护旅客合法权益和运输秩序。”
一位从事综合运输和港口发展研究多年的专家向新京报记者表示：“现在要实行船票实名制，一方面是有了技术基础，水运信息系统完善之后可以普及实名制的技术了。”
