　　16日上午，备受关注的深圳市政法委原书记蒋尊玉涉嫌受贿案在广州市中级人民法院一审开庭。检察机关指控蒋尊玉涉嫌收受财物共计超过7000万元。

　　“新华视点”记者发现，蒋尊玉受贿行为大多涉及房地产开发。在土地资源极其紧缺、“寸土寸金”的深圳，蒋尊玉利用职务便利“前门当官、后门经商”，与家族成员在政商两界里应外合，搭城市土地开发“顺风车”寻租分肥。

　　受贿行为大多与“房”直接相关

　　检察机关指控，1996年至2014年，蒋尊玉在任深圳市规划国土局龙岗分局局长、市政府副秘书长、龙岗区委书记、市委常委兼政法委书记等职务期间，为黄泽平等14个单位或个人承接建筑工程、开发房地产项目等方面提供帮助，直接或通过他人收受财物折合人民币3265.6767万元、港币4670万元。

　　庭审信息显示，蒋尊玉涉嫌受贿行为大多与“房”直接相关。2000年至2009年，蒋尊玉为深圳市某公司开发房地产项目提供帮助，通过其家人“低价购房”收受该公司实际控制人何某“好处费”205.6767万元。

　　蒋尊玉之女蒋某丹的证词显示，她通过何某以4.5折低价购房，“因为房产商知道蒋尊玉在国土局能管到他们，要搞好关系”。

　　根据指控，在商人黄泽平承接深圳市市民广场地下停车库等项目过程中，蒋尊玉通过李卫平收受黄泽平人民币709万元和港币50万元。

　　公诉人宣读了深圳市民中心项目负责人的证词：“我知道李卫平就是蒋尊玉的‘代言人’，李卫平让我把项目给黄泽平做，我调整评标方式让他中标，将来蒋也会提拔我。”蒋尊玉的辩护律师也称，不否认李卫平是借助蒋尊玉的影响力跟黄泽平等人要钱。

　　从“夫妻店”到“家族腐”　结成“敛财共同体”

　　记者从前期采访和庭审了解到，蒋尊玉并非“一个人在腐败”，不少受贿行为是通过亲友、家人进行的。16日的庭审上，蒋尊玉推翻以往供述，称检察机关指控的多数受贿是其前妻、女儿收受或李卫平所为，他并不知情。

　　办案人员用“前门当官、后门经商”形容蒋尊玉和家人的关系。蒋尊玉的前妻李某在上世纪90年代初就以其妹妹的名义成立做房地产项目咨询的“皮包公司”，并利用蒋尊玉在深圳市规划国土部门工作的职务便利，以介绍地块转让、提供信息咨询等名目收取众多房地产开发商变相提供的利益，甚至向私企老板伸手索贿。为躲避组织调查，蒋尊玉和李某2013年协议离婚，但实际上仍同住一起。

　　除前妻之外，蒋尊玉的女儿蒋某丹也在该案中扮演重要角色。起诉书显示，蒋尊玉为李卫平获取高尔夫球场经营权、亲朋子女入学入职、承接旧城改造项目等方面提供帮助，其家人多次收受李卫平贿送的财物折合人民币139.82万元、港币163万元。蒋尊玉在庭审中承认，蒋某丹结婚时，李卫平送去价值98万元的金条作为贺礼。

　　起诉书还显示，蒋尊玉曾为田某红在职务升迁方面提供帮助，通过蒋某丹收受田某红贿送的“节日红包”7万元。蒋尊玉在庭上起初否认这一点，但面对公诉人“没有提供帮助为什么还收钱”的质问时，他无言以对。

　　庭审中，蒋尊玉多次否认为深圳市福田区博雅教育机构董事长姚建造等行贿人提供过帮助，但又承认行贿人的事是靠他“打招呼”“批文件”来搞定。蒋尊玉在法庭上承认，姚建造担任龙岗区人大代表，他打了招呼；姚建造开办国际学校，他给龙岗区教育局批文予以“支持”。但又否认通过李卫平多次收受姚建造贿送的财物共计人民币2000万元。

　　警惕“腐败风险点”　推动地产信息公开化　

　　公诉机关认为，蒋尊玉身为国家工作人员，利用职务便利非法收受他人财物，为他人谋取利益，数额特别巨大，应以受贿罪追究其刑事责任。

　　部分反腐专家提出，蒋尊玉不少腐败行为都和土地、旧城改造相关，这警示必须有的放矢开展制度廉洁性评估工作，尽快查缺补漏。

　　“领导插手工程现象仍时有发生，除人为因素外，现行政府投资项目工程招投标监管制度不完善是主要原因。”广州市住房城乡建设系统一位干部建议，必须全面实施国土房管网上招标拍卖挂牌出让，通过建立市场诚信“黑名单制度”等办法，从技术上、制度上减少围标、串标等市场违法操纵行为，推动重大项目招投标实现全自动、全封闭。
