　　用户对提速降费“没感觉”

　　“提速降费”一周年成绩单公布后，在网上引起多方关注。在记者浏览的700多条网上评论中，95%以上的网友表示提速降费没感觉，认为是换汤不换药。还有网友认为，运营商取消低价套餐，升级网速但也提高了网费，而且流量用的还很快。

　　谈到提速降费，北京市民李先生说，他真的“没感觉”。李先生家上网用的是联通的1680元年套餐（10兆宽带），国家要求提速降费后，联通将他家的10兆流量升级为15兆，费用没变。升级为15兆后，李先生称没感觉到上网速度比以前快多少。

　　广西玉林网友“哥降”说，比如中国电信，以前还有2M和4M的宽带可用，每个月也就40元左右，如今直接飙到20M，50M宽带，每个月费用是140元。以前网费、话费也用不到100元，如今140元还不够。“网速在数字上说从2M提高到了20M，问题是你即使给我200M，我也用不到这样的网速啊！所谓的提速降价，并不是以为民众省钱为目标，而是巧立名目打擦边球加码收钱。名义上说确是提速降费了，但民众花的钱却更多了。”

　　专家：运营商提速不提价

　　为什么数据和用户的感受差距这么大呢？中国工程院院士邬贺铨解释说，其实运营商去年主要是提速不提价。速度提上去以后，平均回到每一兆的费用是降下来的，你不能说没降，只不过它绝对值不降，相对值都是降了。

　　而资深电信分析师付亮认为，移动宽带单价下降幅度还是很大的，之所以很多用户对降费感知不明显，是因为在单位流量资费降低的情况下，通常每个用户使用总量会增加，所以总资费变化不大。

　　工信部通信发展司司长闻库也分析说，去年“提速降费”惠及用户总额超过400亿元，但由于我国移动通信用户规模庞大，平均下来，每个用户每月节省2.6元，所以感知不明显。

　　闻库建议，衡量提速降费效果应从更长远的时间段来看，大家除了关注整体费用下降幅度，也应当看到单价显著下降。去年，移动宽带单价大概下降40%。而现在大家使用的移动流量其实是几年前的数倍。

　　三大运营商再公布提速降费方案

　　针对用户反应的提速降费“没感觉”，三大运营商均在5月17日电信日前夕公布了新一轮提速降费方案。在提速方面，三大运营商均表示将加快4G网络建设和光网建设。在降费方面，三大运营商也纷纷表示，将通过多种形式继续降费。

　　在降费方面，三大运营商也纷纷亮出“继续降费”的“诚意”。中国移动进一步将长市漫一体化的统一套餐门槛降至18元；中国电信将逐步取消移动国内长途和漫游费。中国联通将下调流量标准资费、加大套餐内所含流量、加大4G终端普及率，推出套餐月费打折等手段降低资费，同时，将持续降低固定宽带资费。力争年底与2015年相比，固定宽带单位宽带资费同比下降不低于15%，移动数据流量综合单价降低不低于15%。
