  用户对提速降费“没感觉”


  “提速降费”一周年成绩单公布后,在网上引起多方关注。在记者浏览的700多条网上评论中,95%以上的网友表示提速降费没感觉,认为是换汤不换药。还有网友认为,运营商取消低价套餐,升级网速但也提高了网费,而且流量用的还很快。


  谈到提速降费,北京市民李先生说,他真的“没感觉”。李先生家上网用的是联通的1680元年套餐(10兆宽带),国家要求提速降费后,联通将他家的10兆流量升级为15兆,费用没变。升级为15兆后,李先生称没感觉到上网速度比以前快多少。


  广西玉林网友“哥降”说,比如中国电信,以前还有2M和4M的宽带可用,每个月也就40元左右,如今直接飙到20M,50M宽带,每个月费用是140元。以前网费、话费也用不到100元,如今140元还不够。“网速在数字上说从2M提高到了20M,问题是你即使给我200M,我也用不到这样的网速啊!所谓的提速降价,并不是以为民众省钱为目标,而是巧立名目打擦边球加码收钱。名义上说确是提速降费了,但民众花的钱却更多了。”


  专家:运营商提速不提价


  为什么数据和用户的感受差距这么大呢?中国工程院院士邬贺铨解释说,其实运营商去年主要是提速不提价。速度提上去以后,平均回到每一兆的费用是降下来的,你不能说没降,只不过它绝对值不降,相对值都是降了。


  而资深电信分析师付亮认为,移动宽带单价下降幅度还是很大的,之所以很多用户对降费感知不明显,是因为在单位流量资费降低的情况下,通常每个用户使用总量会增加,所以总资费变化不大。


  工信部通信发展司司长闻库也分析说,去年“提速降费”惠及用户总额超过400亿元,但由于我国移动通信用户规模庞大,平均下来,每个用户每月节省2.6元,所以感知不明显。


  闻库建议,衡量提速降费效果应从更长远的时间段来看,大家除了关注整体费用下降幅度,也应当看到单价显著下降。去年,移动宽带单价大概下降40%。而现在大家使用的移动流量其实是几年前的数倍。


  三大运营商再公布提速降费方案


  针对用户反应的提速降费“没感觉”,三大运营商均在5月17日电信日前夕公布了新一轮提速降费方案。在提速方面,三大运营商均表示将加快4G网络建设和光网建设。在降费方面,三大运营商也纷纷表示,将通过多种形式继续降费。


  在提速方面,2016年中国移动将新增2亿4G用户,全面推进全光网建设,打造以50M接入能力为主固定宽带网络,全国平均接入速率达20M以上。中国电信将在330个城市推出4G+服务,网络峰值下载速率由150M提升至300M,其次是光宽大提速,力争今年底50M、100M及以上速率宽带用户占比达30%,有线宽带用户平均接入速率提升至35M以上。中国联通将拓展4G网络用户规模,2016年计划推出4G+终端100款。固网宽带方面,20M及以上用户占比从年初的19%提升至50%、50M及以上用户占比将从2%提升至15%。


  在降费方面,三大运营商也纷纷亮出“继续降费”的“诚意”。中国移动进一步将长市漫一体化的统一套餐门槛降至18元;中国电信将逐步取消移动国内长途和漫游费。中国联通将下调流量标准资费、加大套餐内所含流量、加大4G终端普及率,推出套餐月费打折等手段降低资费,同时,将持续降低固定宽带资费。力争年底与2015年相比,固定宽带单位宽带资费同比下降不低于15%,移动数据流量综合单价降低不低于15%。
