福建莆田：制假窝点戒备森严
三步一岗，两步一哨，过道上架有多个监控探头。这是深藏于莆田市城中村的某制假鞋厂的“反侦察”部署。
长久以来，深藏在莆田闹市城中村的黑鞋厂，散落在城市的各个角落中。仅有十几人的黑鞋厂，连年累月生产假耐克、阿迪达斯等知名品牌运动鞋，给正品商家带来巨大的损失。
年近40岁的朱某，就是这样一家黑鞋厂的老板。十几年前，在亲戚的资助下，朱某倾尽积蓄凑了一条加工线。
然而伴随激烈的市场竞争，以及欧美知名运动鞋品牌将生产线转移到东南亚，2010年前后，朱某的小厂便陷入了无单可接的境地，他就开始仿制知名品牌，以假充真。
与鞋打了半辈子交道的朱某，仿制名牌运动鞋手到擒来。耐克出新品，研究个把月就能成批仿制；上千元的正品鞋，他的仿品只卖百元左右。
为了避免被公安、工商等部门查处，朱某只在深夜发货并且在工厂周围布下了严密的反侦察网。不仅有通风报信的看门人，还在要道设置了监控探头。一有风吹草动，立刻关闭流水线，转移货物。
然而，2016年1月，朱某还是被莆田市公安执法人员堵在了假鞋厂门口。案值40多万元的假冒耐克鞋，使得朱某及两名同伙因生产、销售伪劣商品罪被刑事拘留。
阿里巴巴联手莆田警方：数据指标精准打假
阿里巴巴平台治理部“知识产权特战队”工作人员陈良接受中新网记者采访时说，从2010年开始，他们便着手研究大数据治假，同时聘请经验丰富的数据专家、刑侦专业人士加入，现已组建超过2000人的打假团队。
陈良说，很多生产假冒伪劣商品的黑工厂，以为从物理空间上隐藏自己就很安全，但通过综合分析物流线路等多项数据指标，阿里巴巴能精准锁定这些黑工厂所在区域。
统计数据显示，从2015到现在，在阿里巴巴的协助配合下，福建省莆田市公安局共打掉了4家黑鞋厂，涉及阿迪达斯、耐克等多个知名品牌假鞋，总案值高达千万。
在协助打假的同时，阿里巴巴披露，将推动自主品牌的建立。2015年，阿里巴巴启动“中国质造”项目，欲借助淘宝平台，推动莆田等国内主要产业带的自主品牌快速成长。
力推自主品牌：扭转“无品牌，就冒牌”恶性循环
1980年代，台湾地区的雷宝(中国大陆称锐步)鞋厂迁移到莆田，开启了莆田的制鞋产业。经过30年的高速发展，如今在莆田地区散布着大大小小4000余家鞋厂。随着人力成本升高，欧美知名品牌陆续将生产线移出中国，给莆田制鞋业留下一个巨大的产能空档期，4000余家代工鞋厂急需转变为经营自主品牌。然而，有自己品牌的鞋厂在莆田只有300多家。
专家指出，但按照传统的“工厂—连锁总部—连锁门店—消费者”的模式，自主品牌鞋想在国内外打开市场，需要消耗巨大的资金和时间成本，“中国质造”项目将开启了“工厂—电商平台—消费者”的“轻推广”模式。
阿里巴巴相关负责人介绍，自2015年4月该项目上线以来，“中国质造”已联合全国30多个地方政府和行业协会参与，全国135个重点产业带、5000多家工厂企业入驻，涉及品类33个，日均销售4000万元以上。
以“中国质造”战略合作为纽带，莆田市公安与阿里巴巴的打假合作更进了一步。备受关注的“中国质造”莆田站首先尝到了发展自主品牌的甜头。
在莆田市官方的大力支持下，2015年，“中国质造”项目帮助莆田当地数十个自主鞋业品牌成功升级转型，带动了整个莆田运动鞋产业带的工业增加值迅速增至153.98亿元，比2014年同期增长9%。
