中方希望欧盟履行义务取消反倾销“替代国”做法

　　中新社北京5月18日电 (叶秋曈)针对日前欧洲议会通过决议不支持给予中国市场经济地位，中国外交部发言人洪磊在18日的例行记者会上答记者问时表示，根据中国加入世贸组织议定书第15条，欧盟反倾销“替代国”做法需严格依照规定如期取消，与中方是否满足欧盟判定市场经济地位的标准无关。

　　有记者问，根据中国加入世贸组织议定书第15条，反倾销“替代国”做法应在今年12月如期取消。但欧洲目前有一些人称，中方没有满足欧盟判定市场经济地位的标准，要求欧盟继续使用“非标准”方法对中国进行反倾销调查。中方对此有何回应？

　　洪磊回应称，中方对此表示高度关注并坚决反对。根据中国加入世贸组织议定书第15条，反倾销“替代国”做法需严格依照中国加入议定书的规定如期取消，与中方是否满足欧盟判定市场经济地位的标准无关。

　　洪磊强调，世贸组织规则中并没有所谓“市场经济地位”的概念，这一概念仅存在于部分成员的国内法中，欧盟所谓判定标准的科学性和公正性是存疑的，更不能作为是否履行国际条约义务的依据。根据中国加入议定书第15条规定，“替代国”做法应于2016年12月11日终止，这是中方在加入谈判中与世贸组织成员达成的共识，是各方利益平衡的结果，是所有世贸成员必须遵守的义务。

　　最后，洪磊表示，中方希望欧盟从发展中欧经贸关系的全局出发，尽早采取必要措施，如期履行第15条义务，为中欧友好合作关系的进一步发展创造良好条件。
