　　4月全国实现社会消费品零售总额2.46万亿元，同比增长10.1%，较上年同期上升0.1个百分点。1-4月累计同比增长10.3%。商务部监测的5000家重点零售企业销售额月度增速连续两个月回升。

　　尽可能把加工贸易留在国内

　　日前国务院下发《关于促外贸回稳向好的若干意见》，提出进一步完善加工贸易政策，支持加工贸易向中西部转移。对此，商务部新闻发言人沈丹阳昨天表示，从沿海 向中西部的转移既包括中西部直接吸引境外的投资，也包括从东部承接转移。现在东部加工贸易正在转型升级，一部分产业也向周边国家转移。“我们希望东部地区转移的这部分能够更多地向中西部去，向境外的转移少一点、慢一点，尽可能把加工贸易多留在国内，把根留住。”沈丹阳表示。

　　沈丹阳称，“我们希望加工贸易中有条件转型升级的部分，在国内得到更好发展。这种情况下就需要采取一些特殊的政策。这种政策应当符合世贸组织规则，严格控制环保标准，严格市场准入条件，在这样的条件下承接转移。”

　　沈丹阳还表示，引导加工贸易向中西部转移必须要有差异化政策。比如，中西部地区要加大对加工贸易用地保障力度，东部地区加工贸易梯度转移腾退用地经批准可以转为商业、旅游、养老等方面的用途。
