中欧政党高层论坛代表：南海问题应谈判解决

　　新华社北京5月18日电（记者王慧慧）近期，南海问题备受关注。出席第五届中欧政党高层论坛的欧方代表在此间接受采访时表示，支持和理解中方在南海问题上的立场，南海问题不应当以菲律宾单方面提出的国际仲裁方式解决。

　　第五届中欧政党高层论坛17日在北京开幕，中共中央对外联络部部长宋涛在开幕式致辞中阐述了中方在南海问题上的立场。他说，中国坚定维护各国根据国际法享有的航行自由，坚决反对违反国际法损害别国主权的“横行自由”。中国愿同东盟各国共同维护南海的和平、稳定、安全。中方主张根据双边协议和地区共识，当事国双方通过友好协商和谈判，和平解决领土和海洋争端。

　　保加利亚国民议会副议长、保加利亚社会党副主席斯托伊诺夫说：“我支持中菲政府通过双边谈判找到共同的解决方案，根据国际法原则，争端各方应谈判解决问题，强制性仲裁不是解决南海问题的合适方法。”

　　捷克众议院副议长、捷摩共主席菲利普认为：“只有双边谈判未能解决问题的前提下，双方才能共同向国际法庭提起仲裁请求，不可单方面提起国际诉讼，而且中国早在2006年根据《联合国海洋法公约》第298条作出排除性声明，因此不存在以国际诉讼方式解决南海问题的可能。”

　　罗马尼亚前总理蓬塔说，朋友、邻居之间的问题应当以友好对话的方式解决。欧洲各国之间解决矛盾也是用对话的方式，而不是诉诸国际法庭。南海域外国家应当帮助当事方回到公正对话的轨道上，妥善解决问题。

　　欧洲左翼党副主席莫拉说，中国在南海问题上的立场和政策是正确的，中国一直坚持解决争端要依靠相关当事方，而不应该由外部力量干涉。把南海问题国际化是一个“严重错误”。许多问题国际化或者诉诸国际仲裁之后可能不会有好的结果，甚至得不到解决。南海问题应该由相关各方进行解决，而不应该诉诸国际仲裁。

　　欧洲社会党主席斯塔尼舍夫赞赏中国奉行与地区邻国和世界保持和平、合作、相互尊重、不以大欺小的对外政策。他说，过去几十年，正确的外交政策是中国自身成功的重要保障，带动了本国经济增长、创造大量就业以及帮助民众脱贫。南海稳定对于中国和世界都非常重要，他赞赏中方坚定维护各国根据国际法享有的航行自由。

　　英国工党影阁外交国务大臣韦斯特表示，宋涛部长在开幕式上主动提及南海问题，表明了中方的开放态度和不回避问题的精神。意大利前总理、欧洲进步研究基金会主席达莱马说，相信中国政府能够找到最佳方式解决问题。

　　多位外方代表表示，中国进行南海岛礁建设、部署适当防御设施无可厚非。二战结束以来，中国一直对南沙岛礁拥有主权，这是战后签订的一系列国际条约所认可的。同时应警惕美国介入南海问题。

　　第五届中欧政党高层论坛由中共中央对外联络部主办。来自欧洲24个国家30多个政党、地区性政党、欧洲议会党团的领导人或代表以及欧洲国家驻华使节等百余人出席了论坛开幕式。
