法制晚报讯（记者 温如军） 昨日，国务院法制办就交通运输部起草的《水路旅客运输实名制管理规定》（征求意见稿）公开征求意见，水上运输距离超过30公里将实行船票实名制。至此，我国“海”、“陆”、“空”交通或将全部“实名制”。
水运将实行“实名制”
实行实名销售船票的，购票人应当提供乘船人的有效身份证件原件。
通过互联网、电话等方式购票的，购票人应当提供真实准确的乘船人有效身份证件信息；取票时，应当提供乘船人的有效身份证件原件。
在实行实名制管理的船舶及客运码头，乘船人应当配合查验，按要求出示船票和本人有效身份证件原件。
意见稿规定，港口经营人应当在乘船人登船前，对船票记载的身份信息、乘船人及其有效身份证件原件进行核对并记录有关信息，对拒不提供本人有效身份证件原件或者票、人、证不一致的，不得允许其登船。水路旅客运输业务经营者（或其授权委托的船票销售单位）应提前为港口经营人提供包括售票信息在内的必要协助。

意见稿还规定，水路旅客运输业务经营者（或其授权委托的船票销售单位）、港口经营人及其工作人员依法对实施实名制管理所获得的旅客身份信息及乘船信息履行保密义务。水路旅客运输业务经营者（或其授权委托的船票销售单位）、港口经营人工作人员窃取、泄露旅客身份信息的，由公安机关依法查处；构成犯罪的，依法追究刑事责任。
经登记采集的旅客身份信息及乘船信息，自采集之日保存期限不得少于90天，并具备与公安机关相关系统对接的条件。
意见稿明确，乘船人遗失船票的，经核实其身份信息后，水路旅客运输经营者（或其授权委托的船票销售单位）应免费为其补签船票。乘船人要求退票的，水路旅客运输经营者（或其授权委托的船票销售单位）应当及时予以办理。

运输身份不明者最高罚50万
意见稿规定，未严格实名售票或实名查验，致使水路旅客运输业务经营者为身份不明或拒绝身份查验的旅客提供运输服务的，处10万元以上20万元以下罚款，并对其直接负责的主管人员和其他直接责任人员处3万元以下罚款。
未开展实名售票、实名查验或未按要求实名售票、实名查验的，处20万元以上35万元以下罚款，并对其直接负责的主管人员和其他直接责任人员处3万元以上7万元以下罚款。
未开展实名售票、实名查验或未按要求实名售票、实名查验，致使水路旅客运输业务经营者为身份不明或拒绝身份查验的旅客提供运输服务的，处35万元以上50万元以下罚款，并对其直接负责的主管人员和其他直接责任人员处7万元以上10万元以下罚款。
