中欧政党高层论坛闭幕：观点有碰撞 促进双方了解

　　5月18日，第五届中欧政党高层论坛在北京闭幕。

　　中欧代表围绕“同改革、共发展：中欧合作新未来”的主题，就“绿色发展：中欧合作新机遇”和“开放发展：‘一带一路’助推中欧合作共赢”两个议题进行深入而富有建设性的研讨并形成重要共识。

　　会议认为，中欧关系在新时期应实现新发展；绿色转型、“一带一路”为中欧合作带来新机遇；中欧政党高层论坛对发展中欧关系和中欧党际关系具有重要推动作用。

　　中联部副部长陈凤翔致闭幕辞时表示，今年是中国“十三五”规划开局之年，欧洲经济正在稳步向好，步入恢复增长轨道，中欧关系面临新的起点和机遇。中欧在绿色发展方面目标一致，绿色技术和产业互补性强，绿色发展应成为双方合作新的增长点。中国提出的“一带一路”倡议可以把中欧两大市场、两大力量、两大文明对接起来，深化能源、投资、基础设施建设、高技术、人文等各领域合作。

　　陈凤翔表示，政党交往在深化中欧关系，构建中欧和平、增长、改革、文明四大伙伴关系中具有重要引领作用。对于双方存在的分歧，只要本着相互尊重和平等相待的态度理解对方，相向而行，都是在为中欧关系这座大厦添砖加瓦。在中欧具体领域合作中，政党交往可以增加互信、减少误解，为合作培育良好“软环境”，打牢民意基础，同时可以为务实合作牵线搭桥。

　　欧方代表在闭幕式上表示，绿色发展将为中欧合作带来新契机。“一带一路”倡议与欧洲发展战略对接不仅将打造贸易、投资、产业合作、能源、基础设施等方面的互联互通，实现优势互补、互利共赢，还将极大促进人文交流和文明互鉴。

　　论坛闭幕式后，中欧双方代表共同举行新闻发布会。

　　中联部八局局长张建国在发布会上说，尽管“与会代表在一些问题上存在分歧”，但观点的碰撞和思想的交锋并没有影响会议的友好氛围，相反能够促进双方的相互了解和深化合作。

　　匈牙利社会党副主席、欧洲议会旅游交通委员会副主席乌伊海伊说，“一带一路”倡议不仅有关商品交易，也有关人与人之间的交流。中欧双方的交流不仅是在政治方面，也在旅游业方面，“这也是我在欧洲议会所负责的领域。”

　　瑞典社民党议员、议会对华友好协会主席海斯泰特在发布会上表示，瑞典中国的关系源远流长，但现在瑞典对中国还是有很多不了解的地方，中国对瑞典也是一样，“我们确实需要这种交流。”

　　海斯泰特还谈到，对宏观问题的探讨有助于政治对话，但下一个论坛，“我建议我们谈具体的问题、谈细节”，例如在中国提出“一带一路”倡议后，欧洲国家将采取何种倡议来与中方对接等。

　　双方认为，发展中欧四大伙伴关系是重要的、必要的、可行的，深化中欧合作对世界和平发展及人类文明进步至关重要；中欧务实合作基础坚实、前景广阔，绿色、开放、合作、共赢等理念将为四大伙伴关系发展提供新机遇、注入新动力；政党交往是中欧关系的重要组成部分，中欧政党高层论坛是中欧政党交流的有效多边平台，对增进互信、凝聚共识、推动合作、深化交流发挥着日益重要的作用。

　　对于澎湃新闻“在推进国家治理能力和治理体系现代化上，中国共产党与欧洲发达国家政党有何可以相互借鉴的经验”的提问，德国联盟党联邦议会党团干事长格龙德回应道，“在治理这方面如果说我们有何经验的话，我认为是要直面问题、讨论问题，然后在我们国内和国家之间作出决策。使其他人也知道我们面临的难题，然后可以形成共同决策。”
