一幅名人字画牵出的腐败大案
2015年4月14日傍晚，刚下班回到家中准备吃晚饭的罗洪祥听到敲门声。开门一看，是几张陌生的面孔。当来人亮明潍坊市检察院反贪局工作人员的身份时，罗洪祥顿时感到不妙：“该来的还是来了！”
原来，早在2013年9月份，山东省检察院就接到案件线索：中直某公司一原负责人因犯受贿罪被起诉，此人供述，曾送给济南市铁路局副局长罗洪祥一幅名人字画，价值20万元。检察机关进行初查时罗洪祥矢口否认，声称自己根本就没有见过这幅画。由于只是单方口供，查无实据，当时并没有对其正式立案。然而，也正是这次初查，让办案人员发现了罗洪祥犯罪的蛛丝马迹。最终，2015年4月，经山东省检察院指定管辖，潍坊市检察院决定，依法对罗洪祥涉嫌受贿犯罪立案侦查。
到案后的当天晚上，罗洪祥就开始交待自己犯下的罪过。谁也没想到，这个38年的“老铁路”勤勤恳恳的背后，居然屡屡利用手中权力进行权钱交易，为捞取个人利益而将党纪国法抛于脑后。
为买养老房受贿300余万元

2012年，已经57岁并升任济南铁路局副局长的罗洪祥，开始考虑退休后的养老去处。罗洪祥将目光锁定在了青岛，并很快相中了崂山区一处190平米的精装公寓。位置好，楼层佳，只是这套海景房价格有点高，总价910多万元。罗洪祥并没有这么多钱。这时，陪他一起去看房的孟某某说：“大哥放心，你有多少钱拿多少钱，剩下的我来付。”最终，罗洪祥拿出590万元，剩下的320余万元由孟某某出，买下了这套房子。这一笔，是检方指控罗洪祥受贿最大的一笔。
比罗洪祥小7岁的孟某某曾是某国有银行即墨支行的副行长，1998年前后因工作关系和孟某某结识，后两人发展成为称兄道弟的好朋友。不久，孟某某下海经商。此时，罗洪祥已是胶济铁路客运专线有线公司总经理兼青岛北站工程建设指挥部指挥长。投靠大哥找点活干，成了孟某某的首选。从2000年起，罗洪祥开始给介绍一些几百万元的小活，后来逐渐地把上千万的工程交给孟某某。据统计，2007年至2015年间，罗洪祥帮孟某某承揽的工程达1.2亿元。
多年来，罗洪祥对孟某某格外放心。为了避人耳目，2010年罗洪祥以孟某某的名义办了一张银行卡，专门将一部分贿赂金存放到这张卡里。
投桃报李，为了感谢大哥的照顾和信任，每年春节孟某某都要到罗洪祥家“感情投资”。检方指控，除了买海景房投下的320万元，2007年到2015年，每年春节孟某某总要到罗洪祥家中“表示”，平常也经常借机在其办公室或家中送钱。孟某某总计给予罗洪祥355万余元，是罗洪祥受贿案中数额最大的行贿人。
选择性受贿，熟人送来的钱才收
2007年至2015年，罗洪祥历任胶济铁路客运专线有限责任公司总经理、济南铁路局青岛普集路职工住宅建设指挥部指挥长、胶济铁路客运专线有限责任公司总经理兼青岛北站工程建设指挥部指挥长、济南铁路局副总工程师兼土地房产管理处处长、房改办公室主任、副局长等职，手握审批大权，每年数百亿元的建设资金从罗洪祥笔下签出，各种利益诱惑也纷至沓来。
在铁路建设领域深耕多年的罗洪祥，深知自己所居职位的重要性。因此平时罗洪祥格外谨慎，并不是谁送来的钱都收，只有那些干工程质量过硬、自己信得过的熟人送来的钱，罗洪祥才收下。
2010年2月，已中标价值13.6亿元的济南铁路局青岛普集路职工住宅工程的中直某工程公司，再次中标胶济客运专线青岛北客站价值21亿元的项目工程。2010年4月，为感谢罗洪祥的帮助，工程承包方负责人任某某来到罗洪祥的办公室，递给罗洪祥一张银行卡表示感谢。一番推辞后，罗洪祥欣然笑纳。这张银行卡里有100万元。
罗洪祥多年前和任某某因工作关系结识，任某某对建设项目认真负责，工程质量令人放心，罗洪祥对此很欣赏任某某。对任某某送来的钱，罗洪祥还是放心地收下了。2011年中秋节前和2012年春节前，此时罗洪祥已离开青岛调任济南铁路局副总工程师兼房产管理处处长等职，任某某又来到济南找罗洪祥联络感情，两次出手每次都是20万元。
徐州某铁路工程有限公司总经理陈某某与罗洪祥因工作认识后，得知和其妻子是同乡，靠着这层关系，很快攀上了罗洪祥这棵“大树”。2010年中秋节前至2014年中秋节前，罗洪祥接受陈某某请托，为其公司在工程承揽和工程款拨付等方面提供帮助，先后五次在办公室收受陈某某给予的人民币9万元。
人生的列车为何越轨？
1975年，20岁的罗洪祥被村里推荐为工农兵大学生。从告别诸城市那个偏僻农村来到南京铁路运输学校报到那天起，罗洪祥的命运就和铁路结下了不解之缘。罗洪祥没有让家乡父老失望。1977年从南京铁路运输学校毕业后，罗洪祥从铁路会计员做起，先后担任会计师、统计处处长，胶济铁路客运专线有限责任公司总经理、济南铁路局副总工程师等职。2011年12月至案发前，罗洪祥升任济南铁路局副局长，官至副厅级。
38年来，罗洪祥给同事留下勤勤恳恳、脚踏实地的印象，胶济铁路工程改建紧张时，他曾一连几个月不回家。凭借个人的勤奋努力，罗洪祥获得了各种荣誉和奖励，2013年4月，被评为山东省劳动模范，成为社会尊重和学习的榜样。那么，罗洪祥本是平稳而又顺畅的人生列车为何越了轨？
公诉人刘惠认为，作为一名受组织培养和信任的党员领导干部，罗洪祥在职务不断晋升的同时，逐步放松了对自己世界观和人生观的改造，从追求享受开始，最终毁掉了自己几十年的勤奋努力，也给家人带来痛苦和不幸。“法律面前人人平等，无论什么人、从事什么职业、曾经做过多大的贡献，只要触犯了法律，终将会受到法律的制裁。”
5月18日的庭审中，罗洪祥也悔恨地剖析自己：在巨大的物质利益诱惑面前，忘却了组织的培养和亲人的关心，忘却了对党纪国法本应怀有的深深敬畏，一次又一次的收受他人贿赂，最终走上了犯罪的道路。
