法制晚报讯 昨天，民间高考资讯服务平台“上大学网”发布了《上大学网第五批中国虚假大学警示榜》，共揭露全国73所虚假大学，其中北京有23所上榜。
法晚（微信ID：fzwb_52165216）记者追访发现，北京有11所虚假大学留有电话，但打过去要么无法接通，要么为空号。记者登录部分“野鸡大学”官网发现，这些网站内容要么是抄袭其他高校，要么并无实质内容，还有一些网站多年未进行更新。
数据公布 73所野鸡大学 北京占三分之一
上大学网发布的榜单显示，73所虚假大学涉及16个省市。其中北京最多，有23所，其次是山东，有8所，上海、四川各7所。广东、陕西、山西、江苏、天津、辽宁、河北、江西、浙江、福建、河南、湖北也有“野鸡大学”存在。
在这73所“野鸡大学”中，有两所是以前曾经上过榜的虚假大学，这些学校被曝光后，其网站仍可正常登录，或者更换域名后继续招摇撞骗。这两所虚假学校分别是北京财贸学院和北京工商学院。此外，去年曝光的“野鸡大学”北京经济学院和北京京桥大学，其网站仍可以访问。
“上大学网”总经理张勋表示，他们历经2个月的调查取证，今年再次曝光73所虚假大学。至此，上大学网已经曝光五批虚假大学，共计400余所。
作假手段 仿冒正规高校 盗用学校简介
法晚（微信ID：fzwb_52165216）记者发现，绝大部分虚假大学都仿冒了正规普通高校或其他正规学校的名称。例如，目前我国只有正规高校南京信息工程大学、北京信息科技大学，没有“北京信息工程大学”。
这批虚假大学绝大部分是直接抄袭盗用或东拼西凑正规高校的简介。例如，“北京信息工程大学”盗用正规高校北京信息科技大学合并前的原北京信息工程学院的简介；“北京机电工程学院”抄袭正规高校哈尔滨工业大学机电工程学院2012年的简介。
虚假大学建网站的最核心目的，就是销售其伪造的各种文凭，因此虚假大学的网站一般都设有“学历查询”、“证书查询”、“信息查询”等栏目入口。目前教育部仅认定了全国唯一的学历、学籍查询网站——中国高等教育学生信息网（简称“学信网”）。
张勋提到，他们通过多个第三方平台查询73所虚假大学的网站域名，发现其中72所虚假大学的网站IP地址集中分布在美国、香港、韩国等大陆以外的地区，只有“山东工业工程学院”的IP地址在北京市某网络通信有限公司。
他解释说，域名注册、虚拟主机、IP地址挂靠等网站建设的手续，在大陆以外的很多供货商那里更加“方便快捷”。这是中国虚假大学“年年喊打，年年更多”的重要原因。

昨天下午，记者逐一搜索榜单上北京的23所虚假大学的官网，除两所没有官网外，其余均设有官网并且能够打开，但有些网站没有留联系电话，只有邮箱。在留有电话的11所虚假学校中，有4所打过去是空号，3所无人接听，1所电话拨出后没有反应，1所正在通话中，1所关机，1所暂停服务。
法晚（微信ID：fzwb_52165216）记者查询发现，本次公布的73所“野鸡大学”中，有66所不在教育部公布的《2015年全国高等学校名单》中，另有6所为冒名正规高校更名或合并前的名称，还有1所冒名北京行政学院（与中共北京市委党校是“两块牌子，一个班子”）。
从去年高考结束后至今，上大学网陆续收到多位热心网友发来的假文凭报价表，上面有500余所学校的文凭在售卖，价格150元至4500元不等，最快1至2天即可入手。
该表中还有疑似伪造的全国各地教育局官方网站的“教师”资格证或“普通话”证、部分地方财政局官方网站的“会计”从业资格证书，以及部分地方人力资源和社会保障局、专业技术资格行政主管部门官方网站的“职称”资格证书的报价，也是明码标价，300元至900元不等，此三类合计有200多家。
