2014年4月，随着兴义市国土资源局原局长、兴义国家地质公园管理处原处长刁光万涉嫌严重违纪被查处，这起系列腐败案浮出了水面。案件涉及面之广、数额之大、人员之多，震动了整个黔西南。
深挖6万元问题线索，揭开贪腐“黑幕”
2014年4月，黔西南州纪委根据群众举报并综合纪律审查中掌握的问题线索，决定对刁光万涉嫌严重违纪问题进行立案审查。
刁光万在接受审查期间交代，其为了职务升迁，曾经分3次给黔西南州国土资源局原党组书记、局长杨仕刚送了6万元。
一石激起千层浪。
黔西南州纪委办案人员紧紧抓住这6万元的问题线索不放，顺藤摸瓜，一举查处了杨仕刚、贵州顶效经济开发区国土资源分局原局长李斌、贞丰县国土资源局原局长杨秀国、黔西南州国土资源局土地开发整理中心原副主任徐书军等16名国土系统党员干部的腐败系列案。
经查，系列案共涉及16名党员干部，其中处级5人，科级8人，股级3人，涉案金额共计1100多万元，收缴违纪资金378.48万元。杨仕刚、刁光万、李斌、杨秀国、徐书军等5人被移送司法机关处理，其余11人受到党纪政纪处分。
讲迷信不讲党性，眼中没有政治纪律
杨仕刚有一个特别的“嗜好”，他非常迷信，把升迁之路的顺风顺水归功于祖宅和祖坟“风水”好。每逢乔迁新居、红白喜事等，杨仕刚都要请当地有名的“风水先生”测算良辰吉日。就任黔西南州国土资源局党组书记、局长后，他更加肆无忌惮。
黔西南州国土资源局办公大楼面对着烈士陵园，听人说这样很“晦气”，杨仕刚便授意下属用公款购买了1块“海百合”化石，并请人加工制作成屏风摆放在办公楼一楼大厅，意为遮挡“晦气”。此后，他又利用办公楼装修的机会，在自己办公室屋顶的四角安装马、羊等生肖木雕，寓意“升官发财、一路畅通”。
按照“大师”指点，杨仕刚还将祖坟从老家迁移到邻县的“风水宝地”。同时，他还将“大师”给的“罗盘”摆放在办公桌中间，手机上也存有互联网上订制的“护身符”。
这样“不问苍生问鬼神”的干部，眼中早没了政治纪律，出问题是迟早的事。
提拔“带病”干部，组织纪律抛脑后
杨仕刚在担任黔西南州国土资源局党组书记、局长期间，提拔了一大批干部，当中有正常调整提拔的，也有特殊关照“使用”的。其中的“门道”，他自己“掌握”得很好——“送”与“不送”调整的岗位是有区别的，只要肯送，问题比较明显照样提拔。组织纪律就这样被他当成了儿戏。
办案人员介绍，杨秀国在普安县某单位任职期间，曾经因为涉嫌受贿被检察机关立案侦查，并且刑事拘留了40多天，杨仕刚出力帮忙“摆平”。之后，杨秀国又因为参与打麻将、多占单位住房等问题，两次受到纪检监察机关查处，这样一位劣迹斑斑的干部，收了好处的杨仕刚居然“破格”将其提拔为普安县国土资源局副局长！而由于杨秀国在普安干部职工中的口碑不好，为了让他有一个好的“工作环境”，杨仕刚又想方设法把他调整到安龙县国土资源局任副局长。2011年3月，贞丰县国土资源局局长出现空缺，杨仕刚再次“关照”，对杨秀国予以重用，提拔其为贞丰县国土资源局局长。
不仅如此，黔西南州国土资源局土地开发整理中心原副主任徐书军，2002年在担任州国土资源局土地矿产估价事务所副所长期间就发生过违反财经纪律的问题，杨仕刚“不计前嫌”，不但没有追究责任，反而仍让其主持事务所的工作。作为回报，只要是黔西南州土地开发整理中心发包的工程，徐书军都会给杨仕刚“牵线搭桥”，让其从中渔利。
杨局长“能办事”“肯帮忙”，逐渐在黔西南州国土资源系统“传”开。于是，刁光万送钱以后如愿地升了官，李斌也从科长提拔为副处级干部。其他干部也纷纷上门，给杨局长表示心意，多则五六万元，少则两三万元。经查，2004年至2013年间，杨仕刚违反组织纪律，为8名干部职务调整提供便利，收受财物24万元。
权钱交易，严重违反廉洁纪律
上梁不正下梁歪，领导干部带头贪腐，严重影响了黔西南州国土资源系统风气，送钱的人“心甘情愿”，收钱的人居然也“心安理得”。最多的1人在7年时间先后16次收受同一承包商46万元。
翻开这起系统系列腐败案的卷宗，一组组权钱交易的记录让人触目惊心。
2005年至2014年，刁光万利用职务便利，为陈某某、廖某某、吴某等24人在承包工程、办理土地手续等事项上提供帮助，收受他人巨额财物。
2011年至2013年，杨秀国利用职务便利，为陈某某等人在煤矿年审、调整容积率等方面提供帮助，收受他人巨额财物。

刁光万在“悔过书”中写道：“我管理服务的很多对象，有的连自己的名字都写得东倒西歪，但他们因为我的批条得到了土地、矿产的开发权，很快就成了百万富翁、千万富翁，想想自己每个月就领那点干巴巴的工资，太不划算了，于是，平时逢年过节有人送钱我也就收了，从一万、两万到十万甚至几十万，钱越收越多，胆子也像滚雪球一样越来越大。”
利令智昏，不外如是。
贪图享乐，无视生活纪律
“随着职务的升迁，生活上标准越来越高，吃喝讲档次，穿着讲品位，住宿讲舒适，接待讲排场，热衷于把这些表面光鲜的事当作自己身份地位的体现，在横攀竖比中误入歧途。”杨仕刚在接受组织调查时忏悔说。
纵观这些被查处的国土资源系统干部，他们生活奢靡，贪图享乐，严重违反生活纪律。据办案人员介绍，被查处的这些“局长们”都喜欢与老板们一起吃饭喝酒、打牌玩乐，在推杯换盏之间勾肩搭背，称兄道弟。
杨秀国接受调查时曾主动交代，自己沉迷于赌博。李斌也悔恨地说：“有时进办公室的第一件事情就是联系安排当天的酒局，如果没有酒局，就会感觉很无聊，一天都打不起精神。自己口口声声对老婆孩子说工作忙回不了家，但是前脚离开办公室，后脚就去了酒店餐厅或高档会所打牌赌博、吃吃喝喝。”
