纸包不住火。夏湾村两位村民发现卡被欧养仔领取了，又找到他拿卡后去银行取钱，谁知卡内无钱可取——应有960元余额的社保卡，最多只剩60元。事情败露后，欧养仔自知理亏，他赶紧“私了”：逐一将钱退回，还给老人200元误工费。
气愤的群众向巡视组反映了此事。
不给钱不办事，群众敢怒不敢言
除了侵占群众养老金外，欧养仔还想着法子要群众给自己好处，将手中的权力当作谋取利益的工具。
2010年以来，欧养仔以请上级吃饭的名义，先后给多位要办理宅基地审批的农户索要每户300至1000元的“工作餐费”。当审批手续办好后，他在发放审批手续时，又强制索要每户200元“盖章费”，仅这一项就计4400元。2014年欧养仔还借为村民申报扶贫户的机会，向申报户每户收取照相费、跑路费等100元。
欧养仔连村民的祖坟拆迁费都想着要“拔毛”。在火车站征地补偿中，他冒领其他村民的39口祖坟补偿款5850元。
4月下旬，当调查人员在与他谈话时，巧施计策，冷不丁问了句：“欧养仔，你家真是人丁兴旺啊！”欧养仔却说：“没有没有，我家是三代单传。”
话一出口，欧养仔意识到自己一下说漏了嘴，被调查人员拿了铁证。
5月8日，江永县纪委常委会做出决定，给予欧养仔开除党籍处分，涉嫌犯罪问题移送司法机关依法处理。
为堵塞管理漏洞，江永县人社部门升级了养老卡，印上老人照片，并规定由本人凭户口本和身份证领取社保卡，他人代领和取钱也有严格规定。
