　　[环球时报综合报道]日本《朝日新闻》17日报道称，该报获得的一份非公开内部资料显示，美国国家民主基金会向中国的有关“民主和人权”问题的团体提供总额高达9652万美元的资金支持。

　　报道说，这是一份关于美国国家民主基金会提供资金支持的国家组织和金额的清单。清单显示，这9652万美元被给予中国境内约103家团体，其中有关西藏问题的团体获得约625万美元，有关新疆问题的团体获得约556万美元。它们都进行所谓民主和人权活动，其中包括“世维会”等被中国认定为“疆独”组织的团体。

　　《朝日新闻》称，美国国家民主基金会以支持世界各地的“民主化”为目的，每年向推进“人权和民主化”的非政府组织（NGO）、政党等提供约1200笔资助款。它虽然是非盈利组织，但大半资金由美政府提供。

　　今年4月28日，十二届全国人大常委会第二十次会议表决通过了《中华人民共和国境外非政府组织境内活动管理法》。北师大国际NGO与基金会研究中心主任杨丽19日在接受《环球时报》记者采访时说，这项法律的出台很有必要。在此之前，在对境外NGO的监管与服务上，我国的法律存在不少真空。在该法律实施以后，一方面更多境外NGO可以合法进入中国，另一方面，中国也可依法对那些有颠覆中国国家主权目的、损害人民生命财产安全的组织予以规制。主权国家根据自己的国家利益与国情制定、实施法律，符合国际法。
