《通知》要求，各地要及时将国家药品价格谈判结果在省级药品集中采购平台上公开挂网。医疗机构与企业签订采购合同，明确采购数量，按谈判价格直接网上采购。采购周期内，医疗机构的采购数量暂实行单独核算、合理调控。
《通知》要求，谈判药品的生产经营企业要确保药品的质量安全和供应保障。医疗机构从药品交货验收合格到付款的时间不得超过30天。促进“互联网+”和现代医药物流融合发展，鼓励生产企业改进结算方式和创新谈判药品配送服务，满足患者用药需求，保障药品供应及时。

《通知》强调，要完善医保支付范围管理办法，做好国家药品谈判试点与医保支付政策衔接。将2015年国家药品价格谈判品种进行重点评审，科学合理确定合规费用范围。对谈判药品可负担性进行科学测算和评估，相应完善医保支付标准的制订规则。医保部门要进一步完善定点医药机构服务协议管理，加强对医疗机构诊疗、用药行为的监管，控制医疗费用增长，保障基金平稳运行。
《通知》指出，要加强综合监管。推进和巩固国家药品供应保障综合管理信息平台与省级药品集中采购平台互联互通，信息共享。强化药品不良反应监测，完善药品安全预警和应急处置机制。加强药品市场价格监管和反垄断执法，严厉查处扰乱市场价格秩序行为。坚决遏制药品购销领域腐败行为，抵制商业贿赂和行业不正之风。
