中国卫星导航系统管理办公室主任冉承其介绍，《卫星导航条例》将规范我国卫星导航领域相关活动，确立北斗系统作为国家空间信息基础设施的法律地位，推动北斗应用及产业发展。
冉承其透露，我国近期将发布一部诠释北斗系统发展理念和政策主张的白皮书。北斗白皮书的发布将继续推动与美、俄、欧等卫星导航系统供应商的合作交流，深化在兼容与互操作、监测评估、天基增强系统及其应用等方面的合作。
冉承其表示，中国已经与美国联合发布了卫星导航合作声明，与俄罗斯签署了北斗与格洛纳斯系统兼容与互操作、导航技术应用合作联合声明等成果文件，与欧盟完成北斗与伽利略系统频率协调。“这些协调、操作专业性强，事实上就是让天上的四个卫星导航系统和睦共处、互不干扰，让全世界老百姓同时享用它们带来的好处。”他说。
冉承其承认，2015年国内卫星导航总产值达1900亿元，其中北斗系统贡献率约30%；截至2016年4月，北斗导航型基带、射频芯片/模块销量突破2400万片，测量型高精度板卡销量近12万套，导航天线400万套，高精度天线销量超过50万只……
目前仍保持这样好的发展势头，他说，不仅如此，北斗所应用的产业范围还越来越广。

北斗系统建设实施“三步走”战略：第一步，在2000年建成北斗试验导航卫星系统；第二步，在2012年建成区域导航系统；第三步，在2020年左右，建成由5颗静止轨道卫星和30颗非静止轨道卫星组成的覆盖全球的北斗卫星导航系统。目前，前两步已实现，中国成为继美、俄之后世界上第三个拥有自主卫星导航定位系统的国家。
据了解，后续计划正在稳步推进中，在“十三五”期间计划发射30颗左右卫星，以完成“第三步”。其间，2018年前大约发射18颗卫星，首先解决“一带一路”服务问题。
