Accepting bribes from more than 40 secondary schools across the province

安徽教育厅基教处原处长被控收受40多所中学贿赂
人民网合肥5月21日电（韩震震 吴贻伙）作为安徽省教育厅基础教育处处长的缪富国，涉及基础教育的事几乎都被他“通吃”。
日前，经安徽省人民检察院指定管辖，石台县人民检察院就缪富国涉嫌受贿一案提起公诉。检方指控的情况显示，从相关教育项目的争取到教辅材料的发行，从示范高中的评审到规范办学行为的监管，凡是其权力之所及，均成为缪富国收到“回报”的源头。
收受他人财物170余次
今年54岁的缪富国案发前系安徽省教育技术装备中心主任、省教育厅基础教育处处长。2015年4月28日，经省检察院指定管辖，池州市检察院以涉嫌受贿罪对缪富国立案侦查。此案侦查终结后，交由池州市石台县检察院审查起诉。
石台县检察院指控缪富国的受贿犯罪事实达到70起。
2004年至2015年期间，缪富国利用职务便利，先后170多次收受他人财物共计折合人民币200余万元，并为他人在该省相关教育项目，教辅材的代理、发行、销售，省级示范高中的评审、恢复、评优，规范办学行为的监管、查处以及区县教育局活动项目审批、资金争取等方面谋取利益。
案发后，缪富国退出了全部受贿款项，并在被查处期间，检举他人受贿犯罪，查证属实，被检举人已被检察机关立案侦查。检察机关认为，应当以受贿罪追究其刑事责任，同时认为其有立功表现，可以从轻或减轻处罚。
收受全省40多所中学贿赂
从检察机关起诉指控的情况看，缪富国收受贿赂的对象主要有三类人：一是一些科技信息公司的负责人，二是有关出版社的老总和教辅材料的代理商，三是县区教育局的局长和中学校长。
据统计，缪富国利用负责或者参与负责省教育厅项目管理等职务便利，收受一些科技信息公司的负责人贿赂现金及购物卡折合人民币96万余元、2万美元。
缪富国负责的教育项目种类繁多，既有农村义务教育薄弱学校标准化建设改造（简称“薄改”项目），也有中小学用于多媒体网络教学的“校校通”，还有农村中小学现代远程教育工程以及中小学图书仪器设备招标采购等等。
比如：2012年，缪富国接受江苏某科教设备公司业务经理成汉林（另案处理）的请托，为该公司中标一“薄改”项目提供帮助，从而收受成汉林人民币30万元。
缪富国还利用组织审定基础教育地方课程教科书，规范基础教育教材、教辅管理等职务便利，收受一些出版社的老总和教辅材料的代理商等贿赂财物折合人民币70多万元，并为他们在教辅材的代理、发行、销售等方面谋取利益。
2010年至2012年，缪富国接受某图书贸易公司法定代表人的请托，为该公司重获“人民教育出版的高中教辅教材”代理权等方面提供帮助，先后三次共收受人民币35万元。
此外，缪富国还利用省级示范高中评审、规范办学行为监管、项目审批等职务便利，收受示范高中、县区教育局相关人员贿赂财物共折合人民币25万余元，并为这些人员在省级示范高中的评审、恢复，规范办学行为的监管、查处，相关活动项目审批、资金争取等方面谋取利益。
起诉书显示，缪富国这部分的受贿犯罪总金额尽管比前两部分要小得多，但涉案犯罪事实却达到42起，收受贿赂的次数也高达94次，共涉及到安徽省40多所中学。
