环保部公布一季度超标排放黑名单：共95家企业
今后，国控企业超标排放将被按季度挂网示众。
5月20日，环保部发布了今年一季度污染物排放严重超标的国控企业和污水处理厂名单，共涉及19省（区）的95家企业。
澎湃新闻（www.thepaper.cn）梳理发现，登上“黑名单”的企业中，内蒙古最多共14家，河南、辽宁紧随其后，分别为12家、10家企业。
严重超标排放的75家国控企业中，河南平煤集团开封市兴化精细化工厂、湖北襄樊新四五印染有限责任公司两家公司属废水严重超标，其余73家全部是废气严重超标企业。
这些企业中，不乏中石油、华电、中石化等央企下属企业。
“黑名单”显示，中石油大连石化分公司、吉林石化分公司动力一厂、大庆石化分公司炼油厂、大庆石化分公司热电厂以及华电能源股份有限公司富拉尔基发电厂、富拉尔基热电厂、中石化集团南京化学工业有限公司连云港碱厂、鞍钢集团矿业公司齐大山铁矿等央企下属企业都存在大气污染物严重超标排放。此外，中国耀华玻璃集团公司（秦皇岛耀华玻璃工业园有限责任公司）等上市企业也在“黑名单”上。
根据环保部今年1月8日发布的《关于定期公布主要污染物排放超标的国家重点监控企业名单的通知》（下称《通知》），说明5月20日公布的这些企业每季度主要污染物排放自动监控有效日均数据超标率都在80%以上。
国家城市环境污染控制技术研究中心研究员彭应登告诉澎湃新闻，按季度发布超标排放企业“黑名单”将成为环保部的“规定动作”，“违法企业通过名单发布的形式向社会公开，对企业及当地政府有倒逼效应。”
《通知》显示，“黑名单”上的超标企业来自环保部污染源监控中心统计的当年纳入主要污染物总量减排污染源自动监控数据传输有效率考核范围的国控企业。统计的超标因子是实施污染源自动监控的化学需氧量、氨氮、二氧化硫、抗氧化物等四项主要污染物。
环保部要求，列入“黑名单”的国控企业应按照《环保法》的要求，采取有效措施防止污染和危害，及时改正违法排污行为。企业所在地的环保主管部门应核实企业超标排放情况，并依照环境保护法律法规及《通知》要求，对严重超标企业及时依法处理。
环保部还表示，今后将每季度公布一份“黑名单”，并同时公布上季度严重超标的企业处理处置及整改进展情况，对连续两季度严重超标排放的企业，环保部将予以挂牌督办，并呼吁社会各界监督举报企业超标排放违法行为。
