　　5月13日，驻工信部纪检组发布消息称，辽宁省烟草专卖局（公司）党组书记、局长、总经理王志富因涉嫌严重违纪，目前正在接受组织调查。

　　王志富从河南烟草系统到辽宁烟草系统，已经在系统内工作了二十载，是一位老“烟草人”。

　　烟草系统的官员落马已经不是新鲜事，而落马的官员中不少就是老“烟草人”。

　　前任贪完跑了 后任接着贪

　　王志富从1997年开始任河南省烟草专卖局办公室副主任、党组秘书。2000年初，王志富前往郑州市烟草专卖局任经理、党组副书记，任职不到1年，2000年9月，升任郑州市烟草专卖局局长、经理、党组书记。

　　2003年12月开始，王志富重回河南省烟草专卖局任职，任副总经理、党组成员。直到2015年5月调往辽宁省烟草专卖局任局长、总经理、党组书记。也就是说，王志富此番落马时，在辽宁任职刚满一年。

　　陈东平在湖南烟草系统曾是风云人物，获得过“湖南省劳动模范”荣誉称号，据调查，陈东平受贿多来自工程招标，在招标过程中收受贿赂并违规利用职务便利为他人谋取利益。

　　衡阳市人民检察院2014年工作报告透露，2013年，该院对湖南烟草系统14人立案侦查。检方有关人士对发生在湖南烟草系统的腐败，定调为“系列贿赂犯罪案”。

　　被自己“线人”举报的落马局长

　　徐州烟草稽查局原局长张茂建落马一事曾轰动一时，因为他是被“自己人”举报的。

　　张茂建可以说是当时全国烟草稽查业务专家，出版过多部专著。在担任徐州市烟草稽查大队大队长时，张茂建为了搜集案件线索，发展出售假烟的经销商为“线人”，向自己提供售制假烟的案件线索，在案件侦破后给予“线人”奖励。

　　张茂建发展的“线人”中，有一位姓秦的商人，秦某和妻子在徐州市天桥市场经营一家批发部，出售小商品并贩卖假烟。在将秦某发展为“线人”以后，张茂建在天桥市场稽查假烟的工作中屡战屡胜，作为回报，张茂建对秦某贩卖假烟的行为也不作追究。

　　秦某的假烟生意越做越大，后来移到徐州火车站开办了超市，为了保住张茂建“这棵大树”，秦某多次给张茂建送钱，张茂建都照单全收。

　　张茂建升任徐州市烟草稽查局局长之后，有顾客向徐州市委、市政府举报秦某卖假烟的行为，市委书记批示要求严查。2010年初，迫于上级压力，张茂建联合公安、工商等部门对秦某的超市进行了查封。之后，秦某走上了举报张茂建的道路。

　　最终，张茂建被查，如实供述了其于2004年至2008年期间，利用职务之便，收受秦某现金人民币7.8万元，并为其谋取非法利益的事实。之后，张茂建被判有期徒刑五年。

　　写日记、爱开房的局长们

　　网络曝光也是烟草系统官员案发的方式之一。

　　2015年3月，有网帖反映陕西省渭南市烟草专卖局局长杨斐“长期在渭化宾馆包豪华套房、包女人”。帖子还曝光了多张宾馆内开房的视频截图。

　　很快，3月27日，陕西省烟草专卖局公布情况说明，表示对视频截图中的渭南市烟草专卖局局长杨斐做出停职处理，接受组织调查，省局党组纪检部门成立调查组，按照程序进行调查。4月18日，渭南市纪委公布，杨斐涉嫌违纪，经中共渭南市纪委常委会研究，决定对其进行调查。

　　早在杨斐之前，2010年，就有广西来宾市烟草专卖局原局长韩峰因网络曝光被查落马。
